VIETNAM INDUSTRIAL POLLUTION MANAGEMENT PROJECT (VIPMP)

The Government of Vietnam has listed industrial pollution as one of the key threats to public health and land productivity of the country. Working with the World Bank, the Government of Viet Nam is preparing on an IDA-financed `Viet Nam – Industrial Pollution Management Project (VIPMP) with a development objective of improving environmental compliance of industrial zones on a pilot basis. This objective is expected to be achieved through strengthening of the institutional and regulatory environment, improved monitoring and enforcement, improved CETP construction and operation for proper wastewater treatment, and information disclosure and public participation in project provinces of Nam Dinh, Ha Nam, Dong Nai, and Ba Ria- Vung Tau. The Project Development Objective is to improve the compliance with industrial wastewater treatment regulations in 4 of the most industrialized provinces in Vietnam. The VIPM project includes 3 main components namely: Component 1 - Institutional Strengthening and Enforcement, Component 2 - Pilot Financing for Wastewater Treatment and Component 3 - Technical Assistance for Industrial Zones and Project Implementation Support. While the Ministry of Planning and Investment (MPI) plays a key role in overall management of the VIPM project and has main responsibility in implementing the Component 3, the Component 1 and 2 are mainly managed and implemented by Vietnam Environment Administration, Ministry of Natural Resources and Vietnam Environment Protection Fund, Ministry of Natural Resources and Environment respectively. The VIPM Project Steering Committee (PSC) has also been appointed comprising the representatives from MPI, MoNRE, MoF and the Provincial People’s Committee (PPC) of the 4 project provinces. The PSC takes main role in providing guidance and directing the PMUs of MPI, MONRE, VEPF and 4 project provinces as well as approve the annual work plan, budget, etc before submitting to the World Bank. The Project Management Unit for component 1 “Institutional Strengthening and Enforcement” was established by Ministry of Natural Resources and Environment under the Decision No. 1948/QD-BTNMT dated 14th Nov 2012 (MONRE PMU). The MONRE PMU comprises a Project Director, 2 Vice Project Directors and a Chief Accountant. Besides, the 6 (six) long term consultants namely a Project Coordinator, an Accountant, a Procurement Officer, a Project officer, a monitoring and evaluation officer, and an information technology Specialist will be recruited to assist the MONRE PMU in the implementation of the component’s activities. The detailed description of organization/management structure of VIPM project and the Component is mentioned in the Project Implementation Manual (PIM). The component shall work at central level within three main environmental departments of MONRE, namely the Vietnam Environmental Administration, VEA, Department of Planning, Department of Finance. The Centre for Environmental Monitoring (CEM/VEA), Department of Pollution Control (PCD/VEA), and Department of Legislation (DOL/VEA) will also have key role in the implementation of the component. The Component will operate in four project provinces, Hanam, Nam Dinh, Dong Nai, Ba Ria – Vung Tau. The project is currently planned to restructure with extension of project duration and also expansion of project provinces. Therefore, in order to accomplish the project objectives for the current and restructured phases, the MONRE PMU is seeking qualified local consultants supporting to conduct the activities of the project.
