Position Summary
The Payroll and Tax Officer is a member of the HR team and primarily responsible for coordinating the whole payroll processing process to ensure the University’s payroll, statutory contributions (social/health/unemployment insurance, Trade Union fees) and personal income tax are processed and settled accurately and on time; performing all activities related to the University’s personal income tax compliance; managing remuneration structure of all employees in accordance with their contracts and the University’s guidelines to ensure they get paid and enjoy their benefits in a fair and reasonable manner; and maintaining payroll and personal income tax calculation as well as reporting in compliance with applicable laws.
The range of duties includes but is not limited to the following key delivery areas.
- Payroll and payroll related reports
- Personal income tax compliance
- Employment cost provision and reconciliation
- Others in payroll and personal income tax compliance areas, as and when required
The position holder will be expected to work collaboratively and proactively with other HR staff to deliver a high- quality stakeholder experience.
Reports to: Supervisor, Payroll and Tax Compliance / Assistant Manager, Payroll and Tax Compliance
Key Accountabilities:
A. Payroll
- Maintain remuneration structure of all employees up to date in accordance with their contracts and the University’s guidelines (including salary packaging, purchased leave, and the likes)
- Under limited supervision, proactively coordinate with HRBPs, departmental administrative members and other relevant people to ensure input data for payroll and personal income tax returns is collected and uploaded onto Workday and transferred to the payroll vendor (currently ADP) in an accurate, complete and timely manner
- Perform calculation of pay elements processed out of system and submit them to Workday and/or ADP accurately and on time
- Review output reports generated/provided by Workday and/or ADP to ensure they capture input data sufficiently and accurately
- Cross-check output reports generated/provided by Workday and/or ADP to ensure they are accurate and in compliance with prevailing regulations governing payroll and personal income tax compliance
- Resolve enquiries from employees related to payroll calculation, salary payment and others as relevant
- Process payments of SHUI contributions, personal income tax liabilities, and Trade Union fees sufficiently and timely
- Prepare and manage various paperwork for existing and leaving staff to legally support payments
- Work closely with the C&B Officer, Compliance to exchange information to ensure workflows in both areas run smoothly
B. Personal income tax compliance
- Assist the University’s staff in initial tax registration and dependent registration for tax relief purposes as needed
- Be responsible for monthly and year-end personal income tax returns under the University’s name and tax code; prepare/review personal income tax returns, declarations, and the likes provided by ADP
- Be responsible for personal income tax finalization for expatriate members covering employment income paid by the University (e.g. for the first and the second tax years or upon departure from Vietnam)
- Prepare income statements and tax withholding receipts for staff, as and when required
- Maintain up-to-date information of personal income tax laws and regulations; initially analyse and interpret tax laws and regulations and prepare technical reports on how they impact the University’s operations
C. Others
- Maintain records of payroll in compliance with the legislative requirements as well as the University’s policies
Calculate employment cost provision and perform employment cost reconciliation
- Coordinate payments on online banking systems Process payments of tuition fees and annual home leave airfare fees under the tuition allowance scheme and salary packaging arrangement sufficiently and timely
- Resolve enquiries from employees related to the in-charge areas
- Support in drafting correspondences with external parties, as and when required.
Others in the in-charge areas as assigned by the Supervisor, Payroll and Tax Compliance or the Senior Manager, Compensation, Benefits and HR Services from time to time.
Apart from the above, the Payroll and Tax Officer will also provide other support, as and when required, as an HR team member.

Key Selection Criteria
- Bachelor degree in Accounting, Auditing, Tax, Business, Commerce, or Human Resources Management
- At least four years’ experience in a similar position in a large multinational organization or handling a client portfolio (preferably with more than 300 headcounts (in accumulation)); prior experience of working with both local and expatriate staff is essential
- Strong numerical ability and great interest in working with figures Strong knowledge of employment and tax laws and their practical implementation involved with payroll, personal income tax and statutory contributions (e.g. SHUI and Trade Union fees)
- Strong attention to details; high level of accuracy and confidentiality across all correspondence and administrative documents adhering to the University and departmental standards. This position has a KPI set that 98% of payroll (and tax reports) prepared must be accurate.
- Excellent organisation and planning skills with an ability to prioritise workload to be able to meet multiple deadlines
- Ability to analyse and interpret regulations in relation to payroll, personal income tax and statutory contributions (e.g. SHUI and Trade Union fees); and a keen understanding/studying of applicable laws in in-charged areas
- Well-developed interpersonal skills, including negotiation, liaison, and effective cross-cultural communication
- Ability to work in a fast-paced environment while demonstrating flexibility, commitment to teamwork, and a willingness to adapt assignments to meet the University’s needs
- Strong communication skills (verbal and written in English and Vietnamese). Minimum English requirement is IELTS (general) with a score of at least 6.0 (or equivalent).
- Superior skills in Microsoft office and other relevant HR/IT data software
- Experience of working with SAP HR is a big advantage
- Experience and working knowledge of Work Day is desirable
English Proficiency
English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS General with a score of at least 6.0 (or equivalent, as outlined in the Recruitment, Selection and Onboarding Guidelines).
For any role, English Language Proficiency may also be proven by showing successful completion of secondary education to a level qualifying to enter university study while being instructed through the medium of English, as per the RMIT University recognised qualification list.
