Chief Finance Officer cum Chief Accountant (Cambodia)

WORKING PLACE: Phnom Penh, Cambodia

JOB DESCRIPTION:

- Monitoring and controlling daily work relating to accounting and finance.

- Actively assessing regulations and procedures relating to accounting and finance and regularly updating the regulations for improved management.

- Coordinate with other departments to establish processes, regulations, instructions, reporting forms, etc. related to multiple departments.

- Set up a reporting package of financial accounting, management accounting, customs declaration (if any), etc.

- Review the organization of accounting.

- Checking and controlling the booking entry.

- Implementation guidance and consulting, solving arising problems related to accounting.

- Follow, promptly and fully record the financial accounting transactions.

- Propose the work assignment to members in the accounting department.

- Manage, train and develop, evaluate employees to meet the requirements of professional competence and perform their work effectively.

- Preparation of financial reports (following IFRS and VAS).

- Reconciling and synthesizing internal AR, AP, transactions, etc. between the parent company and subsidiaries, joint ventures and associates.

- Updating accounting standards, legal documents related to accounting/tax to apply and guide the related departments to perform.

- Organize and coordinate with relevant departments to work with audit teams, tax audit, and other related fields (inside and outside the Company).

- Perform full registration of certificates, provide full reports on financial accounting, tax, customs, etc. related to production and business activities in accordance with local regulations.

- Preparation of annual operating plan (Operation, CAPEX, Cash flows, …).

- Control the department’s annual budget.

- Monitor and control capital expenditure disbursement.

- Prepare management reports and perform other related tasks from the Managers.

1. Education:

- Education level: Bachelor’s degree

- Major field: Accounting / Finance / Audit

- Professional qualification: Chief Accountant Certificate / CPA / ACCA (preferable but not mandatory)

2. Work Experience: Minimum 5 years of experience in accounting/finance and at least 2 years in a managerial or equivalent position.

- Prior experience in preparing financial reports at multinational corporations and experience in Cambodia is a plus.

3. Expertise & Skills:

- Strong understanding of laws, accounting standards, IFRS, and accounting standards in Vietnam and Cambodia.

- Teamwork and management skills.

- Communication, analytical, and presentation skills.

- Negotiation and problem-solving skills.

4. Other Requirements:

- English proficiency equivalent to level C; IELTS 5.5 is a plus.

- Proficient in Microsoft Office.

- Experience with ERP accounting systems is an advantage.

- Prudence, honesty, and responsibility at work.
