Commercial Coordinator

- MOECO is seeking an experienced and skilled Commercial Coordinator (“CC”) during Development Phase in Block B project.

- The CC plays a role in supporting the Commercial Manager (“CM”) and Deputy Commercial Manager (“DCM”). During the Development Phase of the Project, the responsibilities include effectively managing the commercial and financial aspects of the project, aiming to achieve First Gas on schedule within the budget.

- Scope of work:

All the scopes outlined below are primarily based on the instructions provided by the CM and/or DCM.

①Project Support

• To support CM and DCM to effectively oversee the project related to both Upstream and Midstream in the value chain in collaborated with Tech team and J/V Partners.

• To review and manage the Work Program and budgets, and cost control.

• To monitor Cash Calls, Authorization for Expenditure (AFE), contract awards, and matters related to the Field Development Plan (FDP).

• To review the Integrated Project Schedule (IPS) and provide necessary assistance.

②Stakeholder Engagement:

• To engage with stakeholders such as the Government, PVN, JV partners, other power plant investors, and EVN (Electricity of Vietnam) on commercial and technical issues.

③ Engagement with Tokyo HQ/ SPCs’ Administrative work:

• To communicate with and report to Tokyo HQ.

• To manage the internal approval process in collaboration with Tokyo HQ.

④Contract Management

• To provide assistance to Chief Rep./CM/DCM to ensure compliance with contractual obligations under PSC, JOA, BCC, and other commercial agreements.

⑤Business Development:

• To explore new biz opportunities (E&P, CCS/CCUS, Carbon Neutral related projects)

⑥Market Analysis & Risk Management:

• To analyze market dynamics (gas demand, procurement market, foreign exchange rates, interest rates, etc.)

• To identify and assess commercial risks.

• To monitor partners’ credit lines.

⑦ Others

• Administration support and other ad-hoc request.

Required Skills (Must):

- Experience in oil and gas development projects, including knowledge of Joint Operating Agreements (JOA) and Production Sharing Contracts (PSC).

- Fluency in English and Vietnamese.

- Established network within the Vietnamese Oil & Gas development industry.

Preferred Skills (Better):

- Proven track record in creating new business within the Oil & Gas development sector.

- Team management and empowerment.

Others:

- Excellent problem solving and analytical skills.

- Good communication, presentation and reporting skills.

- Honest, hard-working, enthusiastic, have the spirit of learning and progressing.
