- Coordinate with the Project Management Unit or Project Management Consultant in the preparation of the Project Contracting Scheme and/or Project Procurement Plan
- Coordinate closely with the Legal and Land Acquisition Groups in ensuring that the land cost is within budgets
- Review and manage the Planning, monitoring and Control Team to ensures that the selection of the Designers, PM/CM and QS Consultant‘s fees are within the acceptable range and approved budget
- Review and manage the PMU/PMU Consultant to ensures the efficient and effective management of the Project Quantity Surveying Consultants and other third-party consultants to achieve the highest level of performance
- Review and manage BIM PMU to Ensure that the PM/CM or the PCMD PMU team assigned to the Project performs all their duties, job responsibilities and functions with respect to contract administration, procurement and cost management
- Review and manage BIM PMU to Ensures that the PM/CM or QS has established a Project Management Control System for the efficient Procurement and Cost Management for the Project
- Review and manage the BIM PMU to ensure that the PM/CM or the PCMD PMU team conducts Design Reviews in line with Value Engineering and Cost reduction measures
- Attend regular coordination meetings with PM/CM and QS Consultants to effectively manage and efficiently control project costs
- Review and manage the PMU Consultant in reviewing the Quantity Surveyors’ work in the preparation of Bid Packages, Tender Documents, Contracts, Bills of Quantities, Cost Estimation, Cash Flow Projections, Cost Reports and Detailed Accounts for the Project
- Review and manage the PMU Consultant in reviewing the Monthly Procurement and Cost Reports prepared by the PM/CM and QS
- Provide advice to PMU/PMU Consultant on Contractual implications for each Tender, Award, Change Order or Design Variations particularly their effects on Contract Cost and Time
- In close coordination with the QS/QS Consultant, evaluate, prepare interim payment certificates and process all claims for payment for consultants, contractors and suppliers
- In close coordination with the QS/Qs Consultnat, evaluate and submit recommendations and reports on Procurement, Contract Awards, Change Orders and Variation Claims
- Prepare weekly activity report and two (2) weeks look-ahead schedule for submission to the Director of Construction and BOD
- Prepares semi-annual evaluation of the performance of the Quantity Surveying Consultants and the BIM QS
- Other duties and tasks that are deemed necessary to effectively perform the functions and responsibilities and diligently deliver the services of a Cost Control & Procurement Manager

2. At least twelve (12) years of continuous experience in the Quantity Surveying and Contract Administration or related works
3. Must be able to read, write and speak English well
4. Must be proficient in the use of Computer, MS Office and Project Scheduling software and QS Estimating Software
5. Preferably, with Formal Training in Quantity Surveying or Commercial Management
6. Has been directly involved from the start until completion of the construction and handover of at least three (3) high-rise buildings (at least 40 stories high or at least 90,000 square meters of built area) as QS Manager or Commercial Manager
7. Must be able to work for extended hours of the night and even during Saturdays and Sundays as required by the Project
