Construction Manager — Bien Hoa (Full‑Time)

Location: Bien Hoa City, Dong Nai Province, Vietnam (on‑site)

Project: Dioxin Remediation at Bien Hoa Air Base Area

Start: ~1 Jan 2026 | Duration: Through ~7 May 2028 (subject to review)

Tetra Tech is delivering the Dioxin Remediation project at Bien Hoa. We seek an experienced Construction Manager to lead on‑site civil works and treatment‑plant construction oversight, quality assurance, contract administration, and HSE compliance.

Key responsibilities

- Provide day‑to‑day on‑site construction management and enforce contract requirements.

- Implement and manage the Construction QA/QC program across A&E disciplines.

- Enforce contractor HSE, hazardous‑materials handling, and environmental mitigation measures.

- Administer contract actions: review submittals, respond to RFIs, evaluate change orders, verify payments.

- Provide technical guidance on grading, drainage, earthworks, and approve critical inspections.

- Monitor schedule and costs; prepare monthly schedule and expenditure forecasts and identify risks.

- Lead construction meetings and coordinate with stakeholders, authorities, and the Chief of Party.

- Lead meetings, prepare technical reports, and liaise with international partners in English.

- The interview will be conducted in English.

- Minimum 10 years’ verifiable construction experience, including ≥5 years as a project manager for civil works/earthworks.

- Bachelor’s degree in civil engineering, construction management, or related field.

- ≥5 years’ experience implementing construction quality management programs.

- Vietnamese professional construction certification (Class 1 or Class 2).

- High English proficiency - Ability to lead meetings, prepare technical reports, and liaise with international partners in English.

- Demonstrated knowledge of local and international infrastructure standards; experience working in Vietnam or similar contexts.
