2. Quality Assurance and Environmental, Health and Safety management
• Ensure compliance to QA/EHS requirements by the contractors.
• Ensure follow-up to site quality inspection comments from within department, other departments and/or external parties.
• Ensure contractors do it “right the first time” to prevent abortive works.
• Recommend & implement penalties for contractor’s non-compliance to QA/EHS requirements.
• Develop and ensure compliance with the Project Quality Plan.
3. Project management
• Ensure that Procurement List is in order and executed on schedule.
• Ensure that Development Managers attend the respective site meetings on an agreed periodic basis.
• Coordinate with Cost & Contract Managers to review and approve the bonds, insurance and warranty documents as necessary.
• Incorporate maintenance consideration, industry good practice and constructability inputs in specification formulation and design development.
• Coordinate with Development Managers to ensure timely issue of design drawings as necessary; especially during construction stage.
• Prepare the monthly report on the construction activities.
4. Finance support
• Prepare the monthly cost report.
• Ensure that the progress payments are submitted on time and Progress Payment Certificates are approved on time.
• Assist Development Managers and Cost & Contract Managers in closing the Final Accounts with all vendors within 2 months upon TOC issue.
5. Investment support
• Prepare construction schedule and constructions sequence.
• Highlight critical items in terms of buildability, schedule and/or sequence that may have material impact on the budget estimation to Development Managers and Cost & Contract Managers.
6. Personnel Management
• Act as direct reporting manager to of Construction Management personnel (i.e. Site Engineers).
• Recommend to execute employment and removal of Construction Management personnel.
• Oversee assignment of Site Engineer to individual projects.
• Assist HOD to conduct performance assessments for all Construction Management personnel.
• Assist HOD to formulate an annual training program for the Construction Management personnel.
• Review & counter sign on expense claims from Site Engineers.
7. Meetings
• Conduct site meetings with contractors to solve site issues, and to monitor work progress.
• Attend weekly site quality inspection for in-charged projects.
• Attend design meetings conducted by Development Managers.
• Provide site updates to HOD and management on weekly basis.
8. Construction Management Authority
• Assist Development Managers in review and evaluate the technical submissions of tenderers for construction package.
• Recommend progress payments of construction packages.
• Assist Development Managers in review, evaluate and endorse the technical submissions of any vendor claims for construction packages.
• Make decision on resolving construction and all site related matters.
• Issue official correspondences (without time and cost impact) to vendors.
9. Construction Management Responsibilities
• Collaborate closely with Development Managers to ensure work is executed within budget.
• Ensure work is executed within construction schedule.
• Ensure work is executed in accordance with approved drawings and quality & specification described in the contract documents and industry good practice.
• Ensure compliance to QA/EHS requirements.
• Maintain zero incidents and zero defects on site.
• Check all drawings and design statements (up to Technical Design stage) and recommend for sign off by Development Managers.
• Check and sign off all shop drawings.
• Ensure the utilities turn-on, T&C, authority inspection and hand-over to Property Management and/or Tenants are completed on time and with appropriate quality.
• Conduct in-house training for Construction Management personnel.
• Conduct in-house training for Leasing and Property Management departments for the project specifics.
• Implement documentation management system for the Construction Management department.
• Recruitment of staff.
• Ensure all documents are upload to Company Sharepoint within 2 months upon TOC issue.
• Render all necessary assistance in the event there are legal proceedings involving the Employer and/or Employer’s Representative like dispute resolution, arbitration, court cases, etc.
