Contract Engineer - Procurement Section

Contract Engineer who is a critical position in Procurement Section has responsibility for ensuring timely and properly organizing and coordinating contracting activities in order that Procurement Section meets department KPIs approved by the Management and the Annual Plans. Under the direct management of Contract Lead, the Contract Engineer is responsible for successful implementation of the following tasks:

- Ensure that all contract activities/bidding packages are conducted properly and timely as per the approved contract strategy.

- Coordinate with other company’s User departments to ensure building a strong contracting strategy and meeting bidding schedules.

- Ensure that contract activities undertaken comply with Vietnamese regulations, NSRP contracting procedures, and policies.

- Proper selection of bidders list, extensive negotiation, timely issuance of bid documents, evaluation, and recommendation for appropriate approvals.

- Coordinate with user department and legal advisor for preparing, reviewing Invitation to Bid, tender documents, contract terms and conditions, scope of work, technical specifications, and finalizing contracts.

- Ensure all contractual documents are submitted by the contractor as per the contract.

- Supervise expediting work for timely delivery of materials and equipment, and/or timely completion of services.

- Ensure availability of services, materials, and equipment meeting schedule, budget, specification, and quality requirements.

- Supervise year-to-year vendors/suppliers and contracts performance evaluation/feedback to meet contracts KPI and goals.

- Provide advice and training on contract policies and procedures to other employees.

- Generate all contract reports timely as required.

- Develop and implement Projects (Capex) procurement strategy.

- Develop and implement T/A Contracting Strategy for material and services.

- Manage T/A contracting life cycle including market survey, bidding plan, ITBD development, technical/commercial evaluation, strategy/award approvals, etc.

- Perform other tasks assigned by Managers.

- University or higher of Engineering background ( Mechanical, Electrical, Civil, Technical, etc….) or Economics

- Contract Management Certificate (FIDIC, MCIPS or Equivalent) is preferable but not mandatory

- 5-7 years working experience in refinery or industrial as minimum

- Familiar with Incoterm 2000/2010, experience in import/export

- Experience of SAP contract management and spend analysis

- Experience in SAP Ariba is preferable

- Experience in end to end contract management from Pre-award to contract close out

- Contract Development and Bidding Qualification

- Contract bidding

- Purchasing experience for materials or in manufacturing companies

- Contractor and sub-contractor management experience
