Job Description

BACKGROUND
Since 6th October 2020, central provinces of Vietnam have experienced consecutive typhoons, which caused severe and widespread flooding and landslides, especially in the central mountainous areas of the country. More than 1.7 million people have been affected, thousands of houses destroyed and hundred thousands of houses submerged in water. The floods have resulted in devastating damage and impact to children and their families in central region, including Quang Binh and Quang Tri provinces, which are long-term development program areas of Plan International Vietnam.
Recently, Typhoon Molave (Storm No. 9) - the fourth one to threaten Vietnam in October, which made landfall in central Viet Nam on 28 October, has triggered escalating floods, flash floods and possible landslides that threaten livelihoods of more than 2 million people. The aftermath of Typhoon Molave only has taken lives of 23 people, while 45 others were heavily injured and 47 people are still missing (VNRC, 30 Oct 2020). The typhoon and its heavy rainfall has damaged houses of thousands of family, and caused disruption to school children’s education, and put heavier challenges on community people’s live, while the Covid-19 pandemic is still a daily threat. From 24 October 2020, Plan International Vietnam has provided rapid relief packages and hygiene items to targeted affected communities in Quang Binh and Quang Tri provinces. The organization plans to also provide support on Education in Emergency, Child Protection in Emergency, and Livelihoods as part of its six-month emergency response plan. Gender in Emergencies and Community Engagement and Accountability will be highlighted and integrated throughout the implementation. Plan International Vietnam is seeking for funding support of 1,000,000 Euro to meet the specific needs of affected girls, young women, and their families in Quang Binh, Quang Tri, Kontum provinces for early recovery stage and rehabilitation

ROLE PURPOSE
• Manage consolidated overall Emergency Response Plan of proposals and implementation trackers

DIMENSIONS OF THE ROLE
• Plan International Vietnam has confirmed EUR 100,000 for immediate emergency relief and seeking for funding gap with amount of EUR 860,000 for early recovery stage and rehabilitation. Plan International Vietnam has declared emergency alert as Orange 2.
ACCOUNTABILITIES
Programming
• Provide support to ERM and the ERMT in the implementation of specific humanitarian response strategies, clearly defining key priorities in line with Plan International’s expertise, a clear focus on the specific needs of children and in particular girls.
• Support ER Team Leaders to ensure projects implemented at high quality and have direct positive impact on children, especially girls affected by crises.
• Provide support to ERM and field teams in collecting and preparing and implementation of the emergency response plan that in line with Plan International’s expertise and ambition focusing on specific needs of children, in particular girls.

Representation & Coordination
• Represent Plan International to engage with relevant humanitarian fora and clusters at regional level and NOs (fund raising offices) ensuring appropriate information is provided in a timely basis (e.g. 3Ws).
• Represent Plan International to engage with networking and clusters in country (i.e. DMWG, UN agencies, AHA Centre).
• Support ERM in represent Plan International with the host Government, both at national and regional level, highlighting key issues of concern impacting on children and in particular on girls.
Information Management
• Lead in collect and preparation of Satraps on the emergency response and recovery, ensure timely dissemination of situation reports and fundraising material to Plan International’s Headquarters and National Organisations and other clusters at regional level.
• Ensure appropriate information is shared within the organisation and is uploaded to the organisational intranet.
• Support the ERMT to develop and implement effective M&E, knowledge management system to support both ongoing works and possible next stages of the response.
• Ensure that required communication, reports to donors are consolidated, finalized and submitted on time.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Knowledge and experience
• University graduate in related fields
• 3-5 years field experience of managing emergency response programs
• Demonstrated experience of key practice and standards for humanitarian response such as SPHERE and CHS.
• Significant knowledge of humanitarian response, child protection and disaster risk reduction
• Conversant with the international humanitarian architecture, particularly related to coordination and funding. Demonstrated prior experience of engaging with the humanitarian coordination system and local, regional and global levels.
• Significant programming in emergencies in several continents and diverse contexts
• Experience of designing and delivering training
• Competence in English
• Knowledge of Sphere and the Red Cross/ NGO Code of Conduct
• Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
Skills
• Training and facilitation
• Project management including planning and scheduling, process design, implementation and monitoring and evaluation
• Advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people, bringing about change and providing support from a distance
• Networking skills
• Extensive programming experience in Gender in emergencies, particularly related to girls and adolescent girls.

This position bases at Country Office in Hanoi. However, the job holder is expected to spend 50% of time for travelling and working in community in mountainous, remote and ethnic of emergency supported areas
