FINANCE COMPLIANCE MANAGER (External)

Role Overview

As a member of relevant technical working group(s), the Finance Compliance Manager (External) provides technical leadership to ensure the quality, integrity, and compliance of financial management across assigned programmes and projects. The role offers expert advice and capacity support to departments, Local Rights Programmes (LRPs), and national partners to promote accountable, transparent, and efficient use of financial resources in line with organisational policies, procedures, donor requirements, and strategic objectives. The Finance Compliance Manager (External) has the authority to review and, where necessary, reject any payments or expenditure that do not comply with ActionAid’s financial policies or approved project and programme budgets.

Key Accountabilities/ Activities

Responsibilities:

[I] Financial compliance and oversight

• Support the Head of Finance in organisational budgeting & planning, policy development, and decision-making processes.

• Ensure that all activities within assigned programmes and projects comply with ActionAid’s financial policies, donor regulations, and Vietnamese legal requirements.

• Review and verify budgets, budget revisions, and fund transfer requests to ensure they are properly prepared, accurate, and submitted on time.

• Review, verify, and approve financial reports, expenditures, and support documentation from Local Rights Programmes (LRPs) and national partners.

• Exercise authority to withhold or reject payments and expenditures that do not meet compliance, policy, or budgetary requirements.

• Conduct regular financial compliance reviews and spot checks to promote transparency, accountability, and integrity across all programmes and partners.

[II] Partner capacity strengthening

• Provide technical guidance and training to LRP and national partners to strengthen their financial management, reporting, and compliance capacity.

• Support partners in establishing and maintaining effective internal control systems consistent with ActionAid’s standards.

• Monitor partners’ adherence to financial policy and agreements (MoUs, contracts, donor terms) and recommend corrective measures where necessary.

[III] Financial monitoring and analysis

• Analyse financial data and reports to identify risks, variances, and irregularities, and propose corrective actions.

• Ensure timely submission and consolidation of financial information analysis from partners and projects for organisational reporting.

• Contribute to financial risk assessments and support the Head of Finance in maintaining overall financial integrity.

[IV] Audit and risk management

• Coordinate with internal and external auditors to facilitate project-related audits and financial reviews.

• Ensure that audit findings and recommendations are addressed promptly and effectively by LRP and national partners.

• Identify, assess, and report potential financial or operational risks to relevant management teams for timely mitigation.

[V] Coordination and technical support

• Collaborate with programme, finance, and operations teams to ensure financial compliance is integrated into planning, implementation, and reporting.

• Serve as a key resource for donor financial compliance matters, providing interpretation and advice to project and partner teams.

• Contribute to continuous improvement of financial compliance systems, processes, and tools.

• Promote innovation and digital transformation in financial management and reporting practices.

[VI] Other duties

• Perform other tasks assigned by the Line Manager.

Education & Certifications

• Bachelor’s degree in finance, accounting, or a related field.

Experience

• At least 5 years of working in the similar position or relevant fields.

• NGO/project working experience is preferable

• International accounting, particularly non-profit accounting

• Accounting document reviews skills

• Expertise in Financial reports and financial monitoring skills

• Intermediate level of English
