Government Affairs Manager (Cambodia - Contractor)

Seeking a seasoned professional to lead external affairs and regulatory engagement in Cambodia. The role involves monitoring policy developments, managing government and stakeholder relations, and supporting business continuity through strategic advocacy and compliance. The successful candidate will serve as the primary liaison with government bodies, industry associations, and other key stakeholders. Description Regulatory Strategy & Risk Monitoring * Lead the regulatory affairs agenda, ensuring proactive planning and execution of stakeholder engagement strategies to protect and advance business priorities. * Monitor and analyze key public policy developments (e.g., excise taxation, health warnings, anti-illicit trade measures) to identify risks, opportunities, and business implications in the short to medium term. Stakeholder Engagement & Government Relations * Build and nurture strong, trust-based relationships with government authorities, regulatory bodies, industry associations, and business partners. * Represent the company in high-level dialogues with public institutions, private sector entities, and trade forums. * Map key stakeholders and contribute expert input in areas such as taxation, customs, and brand protection. Regulatory Advocacy & Compliance Support * Draft policy position papers, regulatory assessments, and advocacy briefs aligned with corporate objectives. * Support the company's certification processes and ensure compliance with relevant regulatory requirements. * Deliver regular updates and strategic insights to regional and cluster leadership. Administrative & Reporting * Provide administrative coordination and timely reporting to ensure alignment across internal teams and external engagements. Profile * Minimum 10 years of experience in government relations, regulatory affairs, or public policy within multinational, regulated industries. * Bachelor's degree in Law, Political Science, International Relations, or a related discipline from a recognized institution. * Strong knowledge of Cambodian regulatory systems, with an extensive and well-established government network. * Legal background is a strong asset. * Demonstrated commercial acumen and strategic business thinking. * Excellent communication skills in both Khmer and English (written and verbal).
