1. JOB PURPOSE
Effectively manage human resources and administrative/logistics operations to ensure legal compliance, maintain an appropriate working environment, and support business objectives. This role is responsible for developing strategy and directing key functions such as recruitment, training, labour relations, compensation, and facilities management.
2. DIMENSIONS
- Management of operations of 5 direct reports including 3 staff and 2 operational employees.
- Authorization of role base on company authorization matrix
3. PRINCIPAL ACCOUNTABILITIES
The HR & GA Manager reports directly to the Regional HRBP, AGNA & Solar and dotted line to General Manager, Solar Asia and is responsible for leading both the Human Resources and General Administration functions within the manufacturing facility.
Human Resources Management
- Talent Acquisition & Management: develop, implement, and monitor talent management including organizational structure, full-cycle recruitment, onboarding, succession planning, and retention strategies for all levels.
- Employee & Labor Relations: Manage all employee relations issues, grievances, and disciplinary processes. Act as the primary liaison with labor unions ensuring compliance with collective bargaining agreements and promoting positive employee morale.
- Compensation & Benefits: Manage payroll, benefits administration, and performance management systems, ensuring total compensation practices are competitive, fair, and aligned with company performance.
- Training & Development: Develop and implement programs for employee upskilling, leadership development to meet organization’s objective.
- Company Values and Culture: Develop, implement, and monitor policies and procedures to ensure Group values and company culture is correctly enhanced and understood.
- Communication: Act as the key person for internal and external communication to ensure consistent, transparent, and timely information flow.
General Administration & Compliance
- Company operation: Develop, implement, and monitor policies and procedures to ensure smooth operation of the company.
- Facility & Asset Management: Oversee the status and maintenance of the facilities, equipment, and other assets in the office area.
- Legal & Regulatory Compliance: Ensure all HR and GA activities comply with local labor laws, industrial regulations, government reporting requirements, and corporate policies.
- Budget & Vendor Management: Manage the departmental budget and oversee relationships with key external vendors (e.g., catering, transportation, services).

Education and Experience:
• Bachelor's degree in Business Administration, Language or a related field.
• Minimum of 7 years of progressive experience in an HR role, with at least
3 years in a management/supervisory capacity.
• Mandatory experience working in the manufacturing, industrial, or
production sector is required.
• Proven experience in managing labor relations, ensuring compliance and
mitigating legal risks.
Skills and Competencies
• Having knowledge of local labor laws, human resource practice and
compliance requirements.
• Demonstrated ability to be both a strategic thinker and a hands-on
implementer of policies and programs.
• Excellent communication (verbal and written) and interpersonal skills.
• Proven ability to coach, advise, and collaborate with senior leaders on
organizational effectiveness and HR issues.
• Proven ability to influence and partner with leadership and individual
contributor levels of the organization to achieve results.
• Decision Making: Makes timely, informed decisions that consider the facts,
goals, constraints, and risks.
• Analytical Thinking: Gather relevant information, identify key issues,
compare data from different sources; draw appropriate conclusions to
arrive at appropriate solutions.
• Teamwork & Collaboration: Facilitates Collaboration, actively engaging
and making joint decisions and sharing best practices.
• Ability to travel domestically and internationally.
