HSE Officer

ROLE PURPOSE (short, do not list tasks)

• Responsible for supporting the employer (e.g. SEO), his line management and the people accountable/responsible for workplace safety, health management, environmental protection and accident prevention.

• Develops / adopts and supports the implementation of policies and programs to enhance occupational health, environmental protection and workplace safety. He / she is involved in training employees in these matters. He / she is also required to monitor and continuously enhance the performance of the HSE management system.

KEY RESPONSIBILITIES (Maximum 5)

• Giving support regarding statutory HSE and Freudenberg HSE requirements.

• Developing and proposing objectives and targets and reporting to the employer on progress in achieving them.

• Conducting HSE inspections / audits and assessments on plant installations and technical equipment both during the test phase and prior to normal operation. The same procedure applies when working methods are changed or introduced.

• Developing, supporting and monitoring the implementation of a systematic hazard identification and risk assessment procedure and training all employees to carry out risk assessments.

• Giving support regarding planning, implementation and maintenance of plant installations, purchasing of technical equipment and the introduction of working methods and materials selection and evaluation of PPE, design and layout of workplaces, working sequences, the working environment and all other ergonomic and environmental issues.

ADDITIONAL RESPONSIBILITIES (Maximum 5)

• Tracking occupational accidents / illnesses and environmental incidents in order to draw the employer's attention to measures and courses of action to prevent similar accidents occurring in the future.

• Developing training and instruction methods for HSE delegates and for all employees with respect to the potential workplace safety and health, as well as the tools / equipment’s and measures taken to avert the hazards, in an effort to avoid potentially dangerous behavior and encourage the use of personal protective equipment.

• Supervising the implementation of occupational health, workplace safety and environmental protection measures.

• Regular inspections of the plant with documentation of the safety level achieved and/or deficiency reports for the employer or the person accountable for HSE.

• Coordinating fire protection and prevention activities as well as emergency preparedness processes and Interacting with external bodies.

• Internal – Engineering, Production, Human Resources, Logistics and Finance & Administration.

• External – Group Companies – HSE, Corporate HSE, external service providers, Contractors, Statutory bodies & Agencies.

PROFESSIONAL EXPERIENCE & EDUCATIONAL QUALIFICATIONS

- University degree, technical / process engineering degree or other technically oriented academic studies or other academic studies related to HSE with 3 years’ experience in engineering or process operations.

- 5 years of plant level experience in HSE system management.

- Understanding of ISO 14001 and ISO 45001.

- Given top priority candidate living in Dong Nai province

- Working place: Lot N3, Road N5, N6, Loc An - Binh Son Industrial Park, Long An Commune, Long Thanh District, Dong Nai Province, Vietnam

- Self-transportation

SPECIFIC SKILLS & KNOWLEDGE

1. Knowledge and experience in the interpretation and implementation of laws, acts, regulations, directives, policies, codes of practice and legal / Freudenberg Standards and requirements relevant to HSE.

2. Highly developed verbal and written communication skills (including report writing) with a high level of attention to detail, accuracy and confidentiality.

3. Excellent organizational and follow-up skills.

4. Experience in the preparation and provision of training courses.
