Operations & HSSE Manager, Containers Logistics

1. Position Summary

Supervise and optimize the operations of containerized logistics facilities under scope, including but not limited to, containers empty depots, inland containers terminals (ICD), CFS stations. Ensure compliance with operating procedures, smooth link with intermodal / transportation business (trucking and barge) and promote innovation and best practices.

Work with GM of MEDLOG depot to promote and improve the overall HSSE (Health & Safety, Security and Environmental) culture and performance, develop, and monitor the KPIs of the assigned entities to meet or exceed company’s established operating, safety / sustainability and other objectives/KPIs. Assist senior management of Medlog on medium & long-term developing plan to achieve business growth.

2. Key Responsibilities

• Operations:

- Provide direction for all operations functions to achieve the company objectives.

- Propose and constantly maintain an action plan to improve the performance of operations under scope, including on following fields: cost effectiveness, productivity, business process, asset turnover, equipment maintenance, investment decisions, technology & innovation.

- Advise on intermodal/transportation (barge & truck)

- Review work methods and procedures and evaluate changes/improvements with a focus on clients’ satisfaction; benchmark with market and recommend improvements to top management.

- Improve Operations Procedures and Systems: modernize, review, and implement new changes to systems, practices, and approaches while also influencing working methods to meet customer needs & improve productivity; propose new operational reports to facilitate Management decision-making process.

- Liaises closely with shipping companies, trucking companies, port authorities, and other statutory authorities to ensure requirements are met.

- Manage inventory control and maintain proper inventory levels.

- Manage budget of depot and control operation costs.

• HSSE (Health & Safety, Security and Environmental):

- Advise company leadership/ general management on all environmental, health and safety aspects.

- Implement environmental, health and safety standards, policies, and guidelines to ensure company operations are meeting the prevailing environmental and occupational health and safety applicable laws, regulations, and standards, as well as Company headquarter requirements.

- Further develop awareness and safety culture throughout the organization to ensure safety practices are consistently implemented and maintained in the organization, with a zero work-related injury objective.

- Facilitate site HSSE Committee and toolbox meetings.

- Plan and perform periodic internal inspections and audits at respective locations to ensure environment and health & safety standards are adhered to and recommend mitigation actions to be taken when necessary.

- Ensure relationships and reporting to HSSE relevant authorities as required.

- Prepare and communicate HSSE periodic reports and HSSE programs, including monthly HSSE performance reporting to headquarters and regional office.

- Any HSSE-related assignment as deemed fit and necessary by the Management according to the company strategic priorities.

4. Key Experience & Qualifications

- Possess at least a master’s degree in Logistic/Transportation, Environment, Occupational Safety and Health, Business Studies/Administration/Management or equivalent.

- Minimum 10 years’ experience in operations roles including people management and minimum 5 years’ experience in the HSSE area in Logistics industry, preferably with MNC background.

- Specialized in the containerized industry with a proven track record of achievements at logistics facilities (depot / ICD CFS) and exposure to containers transportation.

- Extensive knowledge of environmental regulations and policies and familiarity with local occupational health & safety legal requirements. Experience in handling HSSE related incidents from reporting, follow-through, insurance claims, to improvement action plans, etc. Possess the Certificate of Occupational Safety Supervision.

- Excellent analytical, organizational, and problem-solving skills with attention to detail.

- Dynamic and willing to travel to visit operations.

- Can-do attitude and results-oriented

- Proficiency in English and excellent written & verbal communication skills

5. Key Performance Indicators / Measures

- Ensure cost and productivity optimization through process optimization, as well as designing and implementing new operation procedures.

- Ensure all entities meet the HSSE standards & requirements from local government and company headquarter policies.

- Work closely with Head office on new implementation and processes set by management. Prepare and submit weekly/monthly reports as per KPI set by MEDLOG.

- Lead all local entities to complete the HSSE & Sustainability surveys and training.

- Review and conduct Emergency Response & Crisis Management Plans to ensure effectiveness.

- Coordinate with line functions and participate in project safety reviews, risk assessments and pre-startup safety reviews.

- Participate in incident investigations, review incident reports, and recommend effective mitigation measures.
