Procurement Specialist

Position Description

We are seeking a Procurement Specialist with robust experience in wind power to manage sourcing operations efficiently. This role requires expertise in large-scale procurement activities and a strategic approach to vendor management and cost optimization. The position will support an Envision wind power project in Ben Tre, Vietnam.

Responsibilities

1. Assist in developing project procurement plans and formulating procurement strategies aligned with company objectives to ensure timely, high-quality, and cost-effective service delivery.

2. Organize and execute procurement procedures including tendering, inquiries, bid comparisons, and contract negotiations in compliance with company and project requirements.

3. Manage supplier resources, participate in supplier evaluation, audits, and ongoing management to establish and maintain a qualified vendor list.

4. Negotiate and manage supplier contracts, monitor procurement contract execution, and coordinate issue resolution in procurement, logistics, and customs clearance processes; ensure cost-effectiveness while adhering to delivery schedules and quality standards.

5. Collaborate with project managers and engineering teams to understand technical requirements and facilitate appropriate procurement of equipment and services.

6. Implement and manage procurement policies complying with international standards and local regulations.

7. Maintain accurate documentation and archive procurement files, contracts, and payment records.

8. Prepare and manage procurement budgets, providing regular reports on procurement status and cost savings to management.

职责

1. 协助制定项目采购计划并制定符合公司目标的采购策略，以确保及时、高质量且经济高效地提供服务。

2. 根据公司和项目要求，组织并执行采购流程，包括招标、询价、比标和合同谈判。

3. 管理供应商资源，参与供应商评估、审核和持续管理，建立并维护合格供应商名单。

4. 谈判和管理供应商合同，监督采购合同执行情况，并协调解决采购、物流和清关流程中的问题；确保成本效益，同时遵守交付时间表和质量标准。

5. 与项目经理和工程团队合作，了解技术要求，并促进设备和服务的适当采购。

6. 实施和管理符合国际标准和当地法规的采购政策。

7. 维护准确的文档，并归档采购文件、合同和付款记录。

8. 编制和管理采购预算，定期向管理层提交采购进度和成本节约报告。

1. Bachelor’s degree or higher in Procurement, Logistics, International Trade, Engineering Management, or a related field.

2. Minimum 3 years of procurement experience on large-scale engineering projects; renewable energy or wind power industry experience is preferred.

3. Proficiency in international project procurement procedures, supplier management, and contract management.

4. Excellent negotiation skills and a proven track record in managing complex supplier relationships.

5. Demonstrated ability to find effective solutions under tight deadlines and complex scenarios.

6. Professional proficiency in written and spoken Vietnamese and English (both as working languages).
