Program Officer In Human Capacity Development

Duty station: Ho Chi Minh City, Viet Nam

Duration: 01. February 2026 – 28. February 2027 with possible extension until 2030

Main responsibilities and tasks:

• Coordinate the planning, implementation and monitoring inclusive capacity development activities for managers, teachers, and administrative staff of partner TVET colleges, ensuring consistancy and alignment across thematic areas.

• Develop and maintain a comprehensive and coordinated capacity development framework for partner TVET colleges, in line with project’s objectives and national/ international TVET quality standards.

• Faciliate joint planning sessions with thematic project officers and partner TVET colleges to ensure coordinated and demand-oriented capacity development plans

• Organise and coordinate technical working group meetings and exchanges with colleagues, partner TVET colleges, consultants and relevant stakeholders during the implementation of project activities.

• Coordinate and cooperate with other GIZ TVET components as well as other GIZ projects to ensure synergies, coherence and alignment of interventions within the overall TVET III framework.

• Contribute to the development of institutional development plans for partner TVET colleges.

• Monitor, evaluate, and document project activities and results, ensuring appropriate data and knowledge management, and contributing to the project’s results-based monitoring system.

• Develop Terms of Reference (ToR) for national and international consultants, and plan, coordinate, monitor, and document their missions and deliverables.

• Inquire about prices, estimate costs, and prepare documents for service and procurement contracts in line with GIZ regulations, ensuring transparency and smooth processing.

• Conduct regular field visits to partner regions and TVET colleges as required to support and monitor project implementation on site

• Bachelor’s Degree or equivalent qualification, a degree or formal training in a technical field is an advantage.

• Very good command of English and Vietnamese (both spoken and written), German language skills are an additional asset

• Minimum of 5 years of relevant professional experience in a comparable position;

• Experience in a technical field is an advantage;

• Experience in the vocational education and training and labour market sectors is an additional asset.

• Good communication and strong interpersonal skills

• Good working knowledge of telecommunication systems (phone, e-mail, internet) and computer applications, particularly MS-Office

• Service-oriented and proactive working style

• Team work ability, dynamic, self-management, and interest in development work

• Willingness to travel
