Project Controls Expert - Infrastructure/ Rail - Working in Hanoi

I. Job Objective

Responsible for managing schedules, developing overall project plans, and supervising the execution of transportation/metro infrastructure projects. Ensure projects meet deadlines, quality standards, budget constraints, and comply with legal regulations. Collaborate effectively with stakeholders (investors, contractors, consultants, government authorities) to support decision-making, resolve issues, and mitigate project delays.

II. Key Responsibilities

1. Planning & Scheduling

• Develop, update, and manage baseline schedules for the entire project using Primavera P6, MS Project, or Tilos.

• Prepare detailed plans by work package, project phase, and key milestones.

• Analyze critical path, float, and the impact of events on project timelines.

• Monitor actual progress, update, and adjust plans to ensure milestone achievement.

2. Follow-up & Progress Control

• Supervise daily/weekly/monthly progress, scope, and resource allocation.

• Prepare regular progress reports: S-curves, dashboards, variance analysis for management and clients.

• Coordinate with internal departments (QA/QC, Cost Control, Procurement) to ensure synchronized progress and quality.

3. Stakeholder Management

• Serve as the main point of coordination between international consultants, EPC contractors, government authorities, and relevant units.

• Attend meetings, report progress, and propose solutions to schedule, cost, or contractual issues.

• Support the preparation and review of contractual documents and records related to schedules and scope changes.

4. Delay Analysis & Claims Support

• Analyze delay events and assess their impact on overall project timelines (Time Impact Analysis, As-Planned vs As-Built).

• Support Extension of Time (EOT) requests, prepare delay analysis reports, and participate in dispute resolution according to international standards (FIDIC, SCL, AACEI).

5. Strategic Support & PMO Development

• Assist in establishing the PMO for the project: scheduling standards, reporting, and KPIs as required by management.

• Participate in improving project management processes to ensure effective scheduling, reporting, and resource allocation.

III. Job Requirements

1. Education

• Bachelor’s degree or higher in Civil Engineering, Transportation, Project Management, or equivalent.

• International certifications preferred: PMP, PMI-RMP, FIDIC Contract Management.

2. Experience

• At least 7 years of experience in transportation/metro infrastructure project management.

• At least 3 years in Planning/Scheduling or Project Controls roles for EPC or PPP projects > USD 500 million.

• Experience across the full project lifecycle: Concept → Design → Procurement → Construction → Handover.

• Experience working with international stakeholders: consultants (Systra, AECOM, etc.), EPC contractors, and government authorities.

3. Technical Skills

• Proficient in Primavera P6, MS Project; Tilos and BIM 5D/6D are a plus.

• Knowledge of EPC, IPD, PPP, and FIDIC contract management.

• Expertise in planning, scheduling, progress control, follow-up, and delay analysis.

• Basic cost-volume-payment management and advanced progress reporting.

4. Core Competencies

• Additional languages such as Japanese, German, French, or Chinese are preferred.
