Project Development Engineer (Utility)

Position Overview:

We are seeking an experienced and strategic Project Development Engineer specializing in utilities. This role is focused on large-scale renewable energy projects, including wind and solar farms. The successful candidate will play a crucial role in navigating local government laws (particularly DPPA), securing project quotas and permits, and advancing projects to financial closure. This position involves close collaboration with business development teams to assess project viability, pitch to potential offtakers, work closely with partners and provide contractual advice.

Key Responsibilities:

Project Development & Regulatory Compliance

Drive the development of utility-scale renewable energy projects from inception to financial closure, including securing quotas and licenses.

Stay updated on local government laws, regulations, and policies related to renewable energy, particularly Direct Power Purchase Agreements (DPPA).

Read and understand deeply on the projects licenses and permits, including the LURC, Power Generation and Distribution License, Environmental Permits, DOIT approval, PDD8 approval,CP, PCCC etc.

Attend government and regulatory meetings to build and maintain strong relationships with relevant agencies and officials.

Stakeholder & Partner Engagement

Collaborate with partners and government agencies to facilitate project approvals and compliance with regulatory standards.

Act as the primary point of contact for licensing, permitting, and regulatory processes.

Data Analysis & Investment Recommendations

Compile and analyze data from potential large-scale projects to assess feasibility and investment potential.

Advise headquarters on investment decisions based on in-depth market research, risk analysis, and project viability.

Business Development Support

Support the Business Development (BD) team in pitching projects to potential offtakers.

Provide insights and advice on contract structuring, pricing, and risk management for utility-scale projects.

Reporting & Documentation

Prepare detailed reports and presentations on project progress, regulatory changes, and market developments for senior management.

Prepare and advise investment team on the potentials farms to be develop

Qualifications:

Bachelor’s degree in Engineering, Renewable Energy, Environmental Science, or related field.

Minimum 2 years of experience in utility project development, particularly with utilties renewable energy in Vietnam (solar, wind).

Proven track record in navigating regulatory environments, including experience with FIT, DPPA and large-scale utility project permitting.

Strong network within local government agencies and an ability to build and maintain professional relationships.

Excellent analytical, negotiation, and communication skills.

Ability to work autonomously and in a team environment to deliver project milestones effectively.

Additional Requirements:

Willingness to travel domestically and occasionally internationally as needed.

Able to communicate in English and Vietnamese
