Objective
Reporting to BOD, the Project Director shall be responsible to oversee the entire process of property development projects assigned to him/her from project inception to completion and successful hand over to Customers. The Project Director shall be pro-active and insightful in tasks planning throughout out all stages of the project and be responsible for directing the development team to carry out all processes to ensure the timely delivery of the project and achieving all design, quality and cost criteria.
Key accountabilities
• 1. Team leadership and governance management.
• 2. Prepare feasibility studies, outline development programme and concept design model to assist with investment case study.
• 3. The Single Point of Contact (SPOC) for all project communications between the Project Owners and downstream to the Project Manager Unit (PMU) [Based on Project Requirements] with possible delegation of limited communications to the Document Controller.
• 4. Formation of the Project Team including support functions, Legal, Finance, Design Management & Procurement.
• 5. Consultant Procurement – Identification of scope, recommendation of preferred consultants, short-listing, RFP drafting and tender preparation.
• 6. Project setup, initiation and implementation including development of Project Execution Plan including and not limited to:
i. Project Brief,
ii. Design Brief,
iii. Project Procedures Manual
iv. Risk Assessment
v. Milestones,
vi. Project Team,
vii. Procurement and Package Strategy,
viii. Construction Methodology and Strategy (Project Brand dependent)
• 7. Validate Design Management Plan, QA/QC Plan, HSE Plan and other relevant documents prepared by other team members.
• 8. Together with the Design Manager, manage the design process including alignment with Project Brief, progress and run concept design presentation to Project Owners for approval, detailed design development and approval.
• 9. Oversee the development of design specifications.
• 10. Oversee all legal; planning and design submission programme.
• 11. Together with QS, to prepare the first cost estimation and cash-flow based on the first Master Schedule.
• 12. Operational excellence including value creation/value engineering & tracking value creation/cost savings.
• 13. To participate in procurement process, including tender documents preparation, tender recommendation reports, etc.
• 14. To validate Payment Certificates, VO, Changes, etc.
• 15. Liaise with government authorities and utility companies concerning project interface.
• 16. As part of the Project Team, to contribute to comply with HSE standards implementation and maintenance during the construction.
• 17. Project monitoring – Budget responsibility and progress responsibility, quality control (construction compliance to design).
• 18. To attend meetings with Contractors, suppliers Consultants in order to comply with design intention and specifications approved by Project Owner.
• 19. To attend all meetings related to design, planning, budget and chair those where decisions are needed.
• 20. To review, comment and validate reports submitted by different Project’s Actors.
• 21. To report to Project’s Owner in all related to construction progress and issues.
• 22. To take decisions in the range of his power or escalate to related parties when needed in order to keep the Project on track.
• 23. Change Management Analysis (Cost/benefit analysis of change request project approval).
• 24. Oversee the approval process of the vendor material submissions.
• 25. To keep the progress of the project following the target and goals fixed by Project Owner.
• 26. To keep up to date Risk Management Document and raise any issues that could affect in any manner to the project.
• 27. Building and Apartment handover to marketing/customer service team.
• 28. To ensure of finishing handover quality complies with standards and specifications requested by brand.
• 29. To approve the completion of necessary handover items (documents, keys, manuals, etc.) and preparation of Taking Over Certificate (TOC).
• 30. To approve the Maintenance Manual prepared by the Project Team.
• 31. Capture and share lessons learnt to ensure continuous improvement.
Yêu cầu công việc
1. Degree holder of Architecture/Structural/Civil Engineering/Building and Construction.
2. Well versed in the entire project development process in relation to property development.
3. Well versed in Building Construction Contract and Consultancy Service Agreement.
4. Well versed in Building Construction Process.
5. 20 to 25 years of continuous working experience in the property development field.
6. The last 10 years of which must be with property developer in the capacity of Senior Project Manager or above.
7. Good command of Project Programming and Reporting tools.
8. Basic command of CAD.
9. Fluency in written and spoken English.
10. Highly-motivated, insightful and resourceful.
11. A good team player with exceptional interpersonal skills.
12. Intuitive and be able to identify risks or problems before it actually occurs.
13. Resourceful in problem solving and be able to remedy adverse events to mitigate damages.
14. Previous experience in people’s management as team leader.
15. Previous experience in large team structure management.
