Project Manager (Scheduling & Planning) - Working in Hanoi

I. Job Objectives

• Manage and coordinate all projects within the department; take responsibility to the Executive Board for project schedule, contracts, quality, and legal compliance; lead and assign tasks to Project Managers.

• Establish Project Management Offices (PMO) for each project, develop strategies, standards, project management procedures, and reporting frameworks for PMOs to implement.

II. Key Responsibilities

1. Strategy & Portfolio Management

• Monitor and supervise project progress, cost, quality, and risks.

• Ensure legal compliance and adherence to technical standards and regulations.

• Prepare periodic and ad-hoc reports for the Executive Board and relevant government authorities.

• Coordinate with stakeholders including government agencies, consultants, contractors, and other departments within the Group.

• Participate in, approve, and take responsibility for project acceptance and handover at overall and key milestone levels.

• Oversee contract administration, payment documentation, and final accounts.

2. Schedule & Quantity Management

• Monitor and supervise project schedule, cost, quality, and risks.

• Ensure compliance with legal regulations, technical standards, and specifications.

• Prepare periodic and ad-hoc reports for the Executive Board and government authorities.

• Coordinate with stakeholders including government agencies, consultants, contractors, and internal departments.

• Participate in, approve, and take responsibility for acceptance and handover activities at key milestones.

• Control activities related to contract management, payment dossiers, and final settlement.

3. Contract & Stakeholder Management

• Participate in negotiation and signing of EPC contracts, consultancy contracts, and subcontractor agreements.

• Monitor contract compliance and handle claims or disputes.

• Act as the focal point for communication with state authorities, local governments, and international organizations.

• Ensure all legal procedures, documentation, and administrative tasks comply with regulations.

4. Leadership & Team Development

• Directly oversee project teams, including:

+ North–South team

+ Hanoi–Quang Ninh team

+ HCMC–Can Gio team

+ Senior QA/QC Team

+ Quantity & Payment Team

+ Project Safety Team

• Develop KPI systems and evaluate team performance.

• Train and develop mid-level project managers and specialists.

• Promote a transparent, accountable, and results-driven work culture.

III. Job Requirements

1. Education

• Bachelor’s degree or higher in Civil Engineering, Project Management, Transportation Engineering, or Construction Economics.

• Master’s/PhD in Project Management, Transportation Infrastructure, or Business Administration is preferred.

• International certifications such as PMP, PMI-RMP, IPMA, or FIDIC Contract Management are preferred.

2. Experience

• Minimum 7 years of experience in transportation infrastructure/railway/metro project management.

• At least 2 years in a department manager or PMO managerial role for EPC projects valued over USD 1 billion.

• Hands-on experience managing full project lifecycle (Concept → Design → Procurement → Construction → Handover).

• Experience working with international consultants (AECOM, Nippon Koei, Systra…), EPC contractors, and government authorities.

3. Technical Skills

• Proficient in Primavera P6, MS Project, BIM 5D/6D, and ERP/PMIS systems.

• Strong knowledge of EPC, IPD, PPP models, and FIDIC conditions.

• Good understanding of QA/QC, HSE, cost–quantity–payment management.

• Solid knowledge of Vietnamese regulations and international standards.

4. Core Competencies

5. Languages

• English: proficient in technical communication, contract negotiation, and high-level reporting.

• Knowledge of Japanese, German, or French is an advantage (due to partnerships with railway technology providers)
