Summary:

We are looking for an experienced High-speed Railway Project Development to lead the planning and execution of high-speed rail investment projects—from early-stage ideation through to implementation. This individual will act as the primary coordinator for cross-functional teams, manage the project portfolio, and develop strategic directions aligned with the company’s long-term vision.

Key Responsibilities:

• Lead the development of high-speed railway projects, from concept initiation through to execution.

• Manage the full lifecycle of investment projects including feasibility studies, planning, and execution.

• Develop strategic plans for project portfolio growth aligned with corporate objectives.

• Coordinate and allocate resources efficiently, ensuring timelines and budgets are adhered to.

• Oversee pre-investment studies and reporting (e.g., cost-benefit analysis, investment proposals).

• Engage and liaise with key stakeholders including government bodies, investors, and internal teams.

• Ensure projects are compliant with legal and regulatory requirements throughout all stages.

• Foster collaboration across departments and ensure transparent, effective communication.

Qualifications:

• Bachelor’s degree or higher in Construction, Project Management, Engineering, or related disciplines.

• Strong understanding of investment procedures, legal frameworks, and infrastructure development.

• Familiarity with feasibility analysis, investment reporting, partner engagement, and government relations.

• Demonstrated ability to build processes, policies, and work plans aligned with organizational goals.

Experience Requirements:

• Minimum 10 years of professional experience, including at least 3 years in a mid-to-senior management role within a relevant industry.

• Proven experience in:

+ Leading teams and mentoring junior staff.

+ Internal reporting and performance tracking.

+ Cross-functional collaboration and communication with senior management.
