Safety Officer

* Mission Statement:

The mission is to support the SHE Manager in explaining and performing the control function in supervising the implementation of Safety and Quality Management System to all departments within the scope of the company (Air Liquide Vietnam). Provide feedback to the leadership of progress towards the implementation of safety and quality management system and proposes things that have possibility and need to be improved.

1. Counseling safety and Quality Management System to all departments

- Distribute, implement and obtain standards on safety from HSE Manager.

- Conduct a meeting to each Department / section to explain and record advice on safety

- Deliver Air Liquide Vietnam safety programs to all employees in their respective departments

- Convey SHE issues from each department in the safety Committee meeting

2. Monthly report to SHE Manager

- Provide a report to the SHE Manager regarding the findings obtained or the results of discussions with fellow staff, supervisor or Head Department on a regular basis.

- Update all reports / status related to SHE Dept. such as safety statistics, incidents, accident and near misses, implementation of Group recommendation implementation.

- Provide suggestions to SHE Manager on improvements within the Department

- Follow-up progress of HSE plan, action plans from CTA (Causal Tree Analysis)

3. Internal audit to relevant department

- Conduct an internal audit (HSE Inspection & SWP - Safety work permit audit) to the Department in accordance with the orders and planning of the Department's SHE with reference to applicable rules and regulations.

- Provide input to the Department in the audit of the findings obtained during the audit

4. Collect data for report to regional, AL Corporate and Local Authority

- Collect data required for reporting by SHE Manager to Air Liquide Group (regional, corporate) and local Government

5. Safety and Quality Campaign

- Plan a schedule in the preparation, supervision, reporting of promotion and campaign implementation of safety ]within the company

- Undertake SHE introduction initiatives to Customer to improve SHE standards

6. SHE (Safety Health Environment) are implemented

- Carry out all activities in accordance with SHE operating standards.

- Check the completeness of the documents of contractor workers who apply for safety induction before working in Air Liquide Vietnam

- Provide safety induction to contractor workers and guests

- Support facility manager to develop emergency preparedness plan (EPP)

- RCA (Root Cause Analysis) & JHA (Job Hazards Analysis) Facilitating

- Ensure the emergency drill implementation schedule is according to the schedule set out in the HSE Plan

7. Other tasks, pending on countries

- Report data to Regional, AL Corporate, and Local Authority

- Collect data required for reporting by SHE Manager to Air Liquide Group (regional corporate) and local Government

- Participate in the preparation and supervision of promotion and campaign implementation of safety within the company

8. Implement & Monitor Security Program

- To make planning/budgeting for implementation the security program.

- To follow up the implementation of Security Program.

9. Road Safety

- Leading road safety activities with related department to achieve objectives

- Leading in action plan from audit result to improve the road safety system

• Degree of Chemistry or Industrial process.

• At least 4-5 years experience in Quality, HSE in production of foreign companies, especially in oil and gas field.

• Good communication skills to enforce safety behaviour bring others to do HSE.

• Familiar with ISO 9001, ISO 14001, Local regulations.

• Strong & Direct.

• Fast learning & active with high responsibilities.

• Team & independent working.

• Able to multi-task with changing & willing to travel.

• Good in English & Vietnamese communication
