The U.S. Mission in Vietnam – U.S. Consulate General in Ho Chi Minh City is seeking eligible and qualified applicants for the position of Security Investigator in its Regional Security Office.
SECURITY INVESTIGATOR, FSN-10

Incumbent is responsible for conducting investigations of passport fraud, visa fraud, alien smuggling, human trafficking and other criminal actions that impact the national security of the United States. Incumbent builds and maintains relationships with middle to high level contacts in the Vietnamese Ministry of Public Security (MPS) Immigration Department, Border Security Department, Office of Investigative Police, Social-related Crime Investigation Police Department, Prosecutor Offices and other Vietnamese judicial and law enforcement agencies. Incumbent reports directly to the Assistant Regional Security Officer for Investigations and is responsible for supervising Regional Security Office and Consular locally employed staff when those staff members are assisting in criminal investigations pertaining to passport fraud, visa fraud, human trafficking, human smuggling, or Consular employee malfeasance. Incumbent provides supervision by directing investigative actions and providing guidance on U.S. and Vietnamese law as well as Diplomatic Security quality standards for investigations as enumerated in 12 Foreign Affairs Manual (FAM).
Bachelor’s Degree in the field of criminal justice, police/military, law/legal study, International Relations, or Politics/Economics is required.

A minimum of five years of progressively responsible experience in fraud prevention, criminal or civil investigations, prosecutions field, or consular work.
LANGUAGE: This may be tested.
- Fluency Level Speaking/Reading/Writing of English is required. Must be able to translate from Vietnamese into English and vice versa.
- Fluency Level Speaking/Reading/Writing of Vietnamese is required.

SKILL AND ABILITIES:
Incumbent must be proficient in Microsoft Office and computer applications. Incumbent must be able to write detailed reports and conduct suspect, witness and victim interviews.
Interpersonal Skills: Establish and maintain cooperative working relationships with the Vietnamese MPS and subordinate departments, Prosecutor Offices and other Vietnamese judicial and law enforcement agencies.
Work as part of a team, collaborate with colleagues and maintain poise in the face of resistance or contrary opinions. Driving license (B1) is required [please upload driving license].
KNOWLEDGE: Incumbent must have a working knowledge of how Vietnamese law applies to document fraud, alien smuggling and human trafficking. The incumbent must be able to understand and apply the Foreign Affairs Manual (FAM)/Foreign Affairs Handbooks (FAH), United States visa procedures, Diplomatic Security Service criminal investigation procedures, interviewing techniques, and how U.S. law applies to document fraud, alien smuggling, and human trafficking. Incumbent will gain this knowledge through attendance of the Criminal Fraud Investigator course at the Diplomatic Security Training Center and on-the-job training under the ARSO-I.
