1. Objectives

• Ensure structured and effective financial planning to support decision-making at both corporate and project levels.

• Control budget performance, expenditures, and cash flow in alignment with financial standards and strategic direction.

• Develop and update financial models for investment assessment, cash-flow forecasting, and capital raising purposes.

• Establish SAP work-breakdown structures to enhance management efficiency, reconciliation accuracy, and cash-flow control.

• Build and maintain relationships with banks, investment funds, credit institutions, and financial partners.

2. Key Responsibilities

2.1 Financial Planning & Analysis

• Develop and operate short-, medium-, and long-term financial planning frameworks for the company and its subsidiary projects.

• Consolidate, analyze, and monitor budgets by cost center, department, and project.

• Build financial models (cash flow, IRR, NPV, etc.) for investment evaluation and capital-raising structuring.

• Coordinate with the Accounting Department on management reporting, data reconciliation, and variance analysis.

• Assess financial risks including interest-rate fluctuations, FX exposure, and unforeseen costs, and recommend mitigation actions.

• Provide dashboards and analytical reports to support decision-making by the Board of Directors and Executive Management.

2.2 Budget & Cash-Flow Management

• Contribute to developing guidelines, processes, and templates for company-wide budgeting.

• Control expenditures in accordance with approved limits and budgets.

• Review and evaluate off-budget spending before submission for approval.

• Participate in monthly cash-in/cash-out planning, assess variances, and propose necessary adjustments.

2.3 Capital Raising & Investment Finance

• Gather assumptions and build financial models for capital-raising initiatives at both corporate and project levels.

• Prepare documents, financing proposals, and work with banks/credit institutions during appraisal and disbursement.

• Monitor loan conditions and post-disbursement covenants, and prepare periodic reports for lenders.

• Participate in preparing investment approval dossiers (TMĐT, PATC) and specialized reports required by government agencies.

2.4 Financial Risk Control

• Periodically evaluate monthly/quarterly cash flow to provide early warnings or propose capital-raising solutions.

• Monitor interest expenses, interest-rate risks, and financial risks related to credit agreements.

2.5 Systems & Reporting

• Coordinate SAP implementation and enhancements supporting financial and accounting management.

• Participate in building operational processes, regulations, and templates for the Finance – Accounting function.

• Prepare management reports, financial statements, and provide information to banks, investors, and regulatory authorities.

3. Job Requirements

• Bachelor’s degree or higher in Finance, Economics, Accounting, or related fields.

• Minimum 2 years of experience in a similar position.

• Prefer candidates with experience in infrastructure, real estate, PPP projects, or investment finance.

• Proficient in Excel, Power BI, and financial/accounting/ERP systems (SAP preferred).

• Solid understanding of IFRS and Vietnamese financial–accounting regulations.

• Strong ability to collaborate with Accounting, Investment, Project Management, Internal Audit, and related departments.
