RMIT Vietnam, an entity of RMIT University, has campuses in Ho Chi Minh City and Hanoi since 2001. We provide internationally recognised, high-quality, education and professional training for students, clients and the community, and assist in the development of human resources capability in Vietnam and the region by hosting students from Australia and many other countries.
The role & key responsibilities
The Senior HR Officer takes lead responsibility for the process and administrative stages of a number of key HR processes, as directed by the Senior Manager, Compensation, Benefits and HR Services. The number and allocation of lead responsibilities will change from time to time according to business needs, development requirements and team cover. Currently she/he has responsibility for the critical government interfaces on:
Visas
Work permits
Foreign Workforce Recruitment Plans
Labour reporting
The position holder will be expected to work collaboratively and proactively with other HR staff to deliver a high-quality stakeholder experience.
Key responsibilities:
1. As lead, take responsibility for:
i. acting as 'subject expert' on Vietnam-specific employment related matters (e.g. work permits, visas/temporary residence cards) within the HR team, keeping up to date with internal and external changes and updates
ii. process improvement and development of HR work processes and instructions on visas/temporary residence cards and work permits including work permit exemptions.
iii. project activity as required, and as directed by the Senior Manager
2. Monitors and assists to maintain the register of the Foreign Staff Recruitment Plan, and monitors all current Work Permit/Visa applications, re-issuances, and issues alerts for any exceeding the allowable timeframe for compliance with the relevant decrees, circulars and labor code.
3. Develop effective, collaborative relationships and networking with all internal and external stakeholders particularly with government bodies such as Immigration Office, DOLISA, Justice Department and HCMC Department of Foreign Affairs, Embassies/Consulates and International Agencies to assist with work permits and visas/temporary residence cards application processes.
4. Ensure the timely processing of visas, work permits and registered labor contracts.
5. Initiates and develops recommendations and drafts updates to HR procedures, instructions, guidelines, forms and other HR information documents regarding work permits and visas/temporary residence cards in order to
i. Implement changes approved by the Management of RMIT Vietnam
ii. comply with changes to employment and other legislation in Vietnam
iii. align where practical with RMIT University HR policy changes
iv. ensure scheduled reviews are completed
6. Work collaboratively with legal counsel and compliance team to ensure legal compliance by monitoring and implementing applicable government requirements and regulations to work permits, visas/temporary residence card and other HR processes.
7. Continuously work with legal counsel and compliance team to raise pressing issues related to work permits and other HR issues to relevant government bodies.
8. Seek and advise management on appropriate resolution of employee relations personal issues concerning work permits, visas and related matters.
9. Review and endorse statutory reports to relevant Vietnamese government agencies for accurate and timely approval; Work collaboratively with other HR staff to prepare for external labour inspection audits (DOLISA) as well as be the key person to work with external auditors on issues related visas, temporary residence card and work permits for staff
10. Provide guidance and instructions to HR recruitment team and current staff on the visa, work permit and temporary residence card application processes.
11. Reconciling expenses relevant to visas, resident cards and work permits in collaboration with Finance and Accounting department.
12. Provide advice, mentoring and coaching to RMIT Vietnam managers and staff on Policy, Guidelines, Instructions and Procedures in response to questions received via the ticketing system, telephone, or face-to-face on the visa, work permit and temporary residence card application processes.
13. Others in the in-charge areas as assigned by the Senior Manager from time to time.

Bachelor degree in Laws, Human Resources Management or related discipline.
At least three (3) years’ experience in a similar position in a large multinational organization (preferably in education) or handling a client portfolio with more than 10 expatriates (in accumulation). Prior working experience as a Mobility Consultant for a Big Four is an advantage.
Current experience in work permit, visa and temporary residence card application processes in HCMC or Hanoi.
Experience in managing legal/compliance documentation for immigration and labor laws in Vietnam
Strong knowledge of Vietnamese labour laws related to expatriates working in Vietnam and a keen understanding of their practical implementation in the workplace
Experience in dealing with confidential and sensitive information
Experience in preparing and presenting reports and analysis
Experience in establishing and maintaining supportive relationships with key officers within DOLISA and MOUSA is a good advantage.
Well-developed interpersonal skills, including negotiation, liaison, and effective cross-cultural communication with demonstrated ability to explain HR issues and procedures to staff at all levels, both verbally and in writing, in English and Vietnamese
Demonstrated ability to handle a wide variety of administrative duties and demanding situations at any time
Demonstrated initiative, sound judgment and problem-solving skills together with a creative approach to process improvement
Ability to work in a fast-paced environment while demonstrating flexibility, commitment to teamwork, and a willingness to adapt assignments to meet the University’s needs
Strong English language skills, IELTS (general) with a score of at least 6.0 (or equivalent).
Superior skills in Microsoft office or other relevant HR/IT data software. Experience and working knowledge of Work Day is desirable
Strong attention to details; high level of accuracy and confidentiality across all correspondence and administrative documents adhering to the University and departmental standards.
Strong organisational and planning skills with the ability to set own priorities and meet deadlines

English proficiency requirements
If English is not your native language then you will be required to demonstrate a minimum English language proficiency standard, equivalent to IELTS (General) 6.0. RMIT Vietnam will require you to complete a Linguaskills test to assess your level of English before an offer of employment can be made.
