Senior HSE Engineer / Lead

KEY RESPONSIBILITIES AND DUTIES

• Ensure compliance and be responsibility with all HSE issues related to the Company. Supervise and inspect to ensure your employees comply with HSE regulations.

• Manage and chair the organisation’s WH&S Committee meetings and the National Planet Passionate working group.

• Lead and coordinate the development and implementation of the business’s Health, Safety and Planet Passionate (Environmental) initiatives.

• Monitor and communicate on performance to improve decision making regarding Health, Safety and Environment (HSE) and to integrate HSE into business decisions.

• Ensure adherence to all company principles, policies and requirements related to Health, Safety, and our Planet Passionate goals.

• Ensure compliance with HSE-related legal requirements. Develop and sustain a local network (both internal and external, including authorities and industry groups). Work with regulatory bodies in ensuring ongoing Legal compliance – HSE, Environmental Agency, Local Authorities, etc.

• Implement, control, maintain and improve the Factories HSE Management systems including maintaining ISO14001 and OHSAS18001 certifications.

• Provide coaching & support to the Management Team, Factories Management Team, and Line Managers to achieve the Factories Health, Safety and Planet Passionate objectives. 

• Ensure that HSE performance data is entered, available, and reported accurately on a weekly/ monthly basis. Ensure all accidents, incidents and near misses are resolved in a timely manner.

• Champion the Business Unit’s HSE risk assessment program, including assessment, incident investigation, corrective action, and auditing, as well as ensuring a focus on Behavioural Based Safety (BBS) and culture.

• Assist IMS Lead/ Manager with ISO audits and other compliance related activities.

• To fully investigate all accidents and incidents, reporting injuries to relevant parties, and advise on improvements to reduce similar incidents.

• Take reasonable care for your own health and safety and that of others who may be affected by your acts or omissions, being aware of emergency procedures including the evacuation and fire precaution procedures.

• Work with other Kingspan Group HSE professionals in driving HSE improvements and initiatives (may include travelling to other Group Sites).

• Maintain the HSE Management Systems – work with the Management Systems and Compliance Specialist.

• Meet with auditors and leads internal/external audit process.

• All other work as assigned.

COMPLIANCE - SHALL BE RESPONSIBLE FOR COMPLIANCE WITHIN ITS AREA OF RESPONSIBILITY BY

• Maintain compliance with regulations and third-party approvals. Regulatory compliance is the adherence to regulations that products need to satisfy to be lawfully placed on a market. An Economic Area, Country, State, County or City can have their own unique requirements that need to be satisfied to sell product. These are mandatory legal requirements, and more than one approval may be required.

• Create and maintain the Product Compliance Register (PCR). The PCR will be a record of all approved products and include the legal obligations and/or standards which are applicable to these products for their commercial markets. A process shall be established to identify the legal obligations and/or standards for potential new commercial markets to ensure product compliance.

• Monitor and measure product performance. Product performance must consistently meet declared values and claims. Any deterioration in product performance or failure to meet obligations must be acted on to ensure continued compliance.

• Manage internal compliance audits. It is the responsibility of the Compliance Manager(s) and the Division/Business Unit Compliance Team(s) to schedule and conduct Internal Compliance Audits on a minimum annual basis. Any findings will be reported to the Group Compliance team and resolved in a timely fashion.

• Ensure the different functional departments are prepared for audits. Manufacturing must be prepared for upcoming audits. All necessary Departments are to be notified in advance and be available during the audit.

• Aid the different functional departments in resolving nonconformances. Open NCRs must be closed with the third-party certification body. Different departments may have to work together to close NCRs.

• Ensure no unsubstantiated claims are being made on the Company’s products.

• Advise the organisation on compliance related matters.

• Ensure CMS is aligned with the company’s compliance objectives.

• Marketing material, product labels and order forms shall be in adherence with the Product Compliance Register.

• Procedures and controls (CMS) shall be reviewed on an on-going basis to confirm that they continue to be effective in reducing risk and to identify any need for corrective action.

• Report any areas of concern to the Group Compliance.

• Submit Group Compliance Monthly reports to track KPIs.

• Manage appropriate Compliance training within your division. It is the responsibility of the nominated Compliance Manager(s) for each Division / Business Unit to deliver any training deemed necessary to their compliance team, and any other person(s), with regards to Product Compliance Policies, Procedures, Processes and Documents.

• Work with sites to document the Compliance Risk Assessments.

• Circulation and communication of CMS documentation.

• Degree in Engineering.

• At least 5 years’ experience in the role of HSE and relevant knowledge of engineering and manufacturing.

• Health & Safety certifications.

• Care about Planet Passionate.

• Fire prevention and settlement certification.

• Solid understanding of related standards (ISO 9001, ISO 14001, ISO 45001).

• Outstanding communication and interpersonal skills.

• Good to excellent communication skills (Both English & Vietnamese).

• Strong working knowledge of key H&S legislation and its application in practical terms.

• Result oriented individual who is comfortable dealing with cross-functional teams.
