Position Summary



OHSS operates several electronic systems that assist with the optimum and efficient operation of plant, equipment, infrastructure, security access, building management & automation, and surveillance



The Operation Security Specialist is responsible for the ongoing health, programming and reliable operation including but not limited to the following systems.



• Electronic Access Control (EAC)



• Closed Circuit Television (CCTV)



• Building Management Systems (BMS)



• Fire Alarm Control System



• Lighting Controls



• Lift Controls



• Emergency Control Room



• Emergency Response System



• Workday for Contract Management of Security related suppliers



This will require development of a dedicated program of works, planned/scheduled maintenance regimes and ongoing programming requirements to ensure systems are reliable and up to date



RMIT operates in a complex environment and any replacement of infrastructure requires extensive and diligent consultation and planning. Added challenges include overlapping major project works and potential latent condition issues including hazardous materials. The technical solutions that are to be implemented in support of these objectives will vary in size and complexity and should be considered using a cost and risk weighted approach with an appropriate framework in place to ensure there is no compromise to university operations, departmental objectives, campus development, Asset management objectives, energy performance and/or poor serviceability.



Reporting Line



Reports to: Security Manager



Key Accountabilities



Develop University-wide Security programs, plans, policies, and procedures to ensure safety, and security and reduce the risk for staff, students' contractors, and visitors



Closely lead and manage day-to-day security service provider to ensure the effective management of security operations including emergency and crisis management across 3 campuses. Prioritize the deployment of operational resources across a broad program of work using a risk-based approach



Oversee security needs at all University events and for all University events including performing security risk assessments



Subject matter expert for security develops security solutions for complex University-wide security issues



Identify and improve security vulnerabilities and respond to instances of operational crisis to mitigate further operational legal and reputational issues



Manage stakeholder relationships, including security contractors staff student visitors, and emergency services whilst providing a high level of customer service



Actively evaluate on-campus incidents, recommend and take necessary actions to maintain the security of RMIT's students' administration, faculty, staff, and property Keep track of reported incidents for further review and reporting Create and present incident reports with recommendations for learning from experience and proposing new action plans to avoid repeating events



Lead the investigation of security incidents/complaints including interviews and review of CCTV and provide feedback to students, staff, and customers accordingly



Apply current and new technology to provide technical and operational solutions to senior internal members of staff and work closely with the external contract provider, in relation to day-to-day Security issues to develop a culture of crime prevention incident reduction and traffic management



Provide comprehensive reporting on security for senior management including written proposals and reports for action where areas of concern are identified.



Provide forecast analysis and manage Security service budget to ensure high-quality security service with reasonable cost



Develop training plan, materials and provide necessary orientation and training regarding security rules and procedures to contracted security personnel



Collaborate on the development of emergency and continuity plans at various University locations may conduct related training exercises



Undertake any other duties as required by the Senior Manager OHSS





Job requirements

Key Selection Criteria



Bachelor’s in public security or related field



At least 5 years of experience in a security related position Sound understanding of legal requirements and standards with regards to public security in Vietnam



Significant experience in security management (incl Electronic Security and Surveillance) in a large complex organization including experience in the supervision of large, outsourced security contracts and their related budgets



Proven ability to manage day to day operations of a large security team including internal and contracted personnel



Extensive experience in successful management of stakeholder relationships within a large complex organization ability to deliver high level of customer service to a wide variety of stakeholders and leadership of a team with a client focused approach to Security services delivery



Extensive knowledge of electronic security and surveillance operational systems the security sector regulatory environment and the development and implementation of Security policies and procedures in a large complex organization



Excellent written and verbal English and Vietnamese skills, with ability to communicate



Ability to write reports and briefs in English9Good judgement and the ability to quickly assess options and make decisions and understanding of risk management in a large complex education organization



Proven ability to priorities tasks works to deadlines, manage multiple deliverables work autonomously as well as a productive team member



Ability to display appropriate behaviours in line with the position and RMIT Values.



English Proficiency



English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS General with a score of at least 6.0 (or equivalent, as outlined in the Recruitment, Selection and Onboarding Guidelines).



For any role, English Language Proficiency may also be proven by showing successful completion of secondary education to a level qualifying to enter university study while being instructed through the medium of English, as per the RMIT University recognised qualification list.
