Strategic Planning Specialist
Job description
The Strategic Planning Specialist is in charge of the following tasks:
* Strategic Planning:
• Develop, refine, and continually update the mid-term and long-term strategic plans.
• Analyze market trends, assess internal capabilities, and identify external opportunities to shape informed strategic decisions.
• Facilitate strategic planning sessions with senior management to ensure clarity, feasibility, and alignment of strategic objectives.
* Capital Expenditure (CAPEX) Portfolio Management:
• Manage the annual CAPEX budget, aligning with strategic priorities.
• Evaluate CAPEX projects for ensuring they deliver within budget, scope, and time constraints.
• Monitor ongoing projects, reporting on their status and performance against strategic goals.
* Operational Expenditure (OPEX) Monitoring:
• Monitor and analyze manufacturing OPEX to identify trends, variances, and opportunities for optimization.
• Implement controls to manage costs effectively, reporting regularly to Deputy General Director (Production & Corporate Planning) on OPEX status and insights for all production related departments/divisions.
* Stakeholder Engagement:
• Support Department Manager to engage with department heads across the company, to align operational and capital planning with strategic objectives.
• Ensure clear communication of strategic plans and financial status to all stakeholders.
* Performance Monitoring
• Develop key performance indicators (KPIs) for strategic initiatives and operational efficiency.
• Generate regular reports for the executive team on strategic performance, including both CAPEX and OPEX outcomes.
* Research and Analysis
• Conduct in-depth competitive analysis and industry research to support strategic and financial planning.
• Stay updated on industry trends, economic shifts, and advancements in technology that may impact strategic and operational planning.
* Procurement: Handle Budget planning and control upon request.
* Budgeting: Develop and control budget for the assigned areas.
* Policy and procedure: Develop and maintain procedures and guidelines to support the organization in the implementation of, and compliance with, internal policies and/or external regulations.
* Building capability of teams: Build own capabilities and those of direct reports. Provide specialized training or coaching to others throughout the organization in area of expertise.
* Leadership and Direction: Explain the local action plan to support team members in their understanding of what needs to be done and how this relates to the broader business plan and the organization's strategy, mission and vision; motivate people to achieve local business goals.
* Other tasks assigned by Managers and other superiors.
Job requirements
- Educational Level :Bachelor’s degree in Business, Finance, Economics, or a related field; Master’s degree or MBA preferred
- Work Experience :
* Minimum 10 years’ experience in Oil & gas/ Refinery/ Petrochemical related business.
* Minimum 3-5 years of experience in strategic planning, financial management or in a related strategic role.
- Leadership/management experience:At 5 years’ experience in leadership/management experience
- Skills :
* Knowledge about Strategic Planning, Financial Analysis, CAPEX Portfolio Management, OPEX Monitoring, Performance Monitoring, Research, and Analysis.
* Knowledge about oil refining project activities
* Knowledge about project management
* Report writing and presentation skills in English
* English skills TOEIC 700 or equivalent (Fluent communication in English)
* Competency in Microsoft applications including Word, Excel, PowerPoint, and Outlook
* Basic Knowledge of economics of refining business
* Good knowledge of NSRP Project
