Technical Consultant - PR3

Job Summary

We are seeking a versatile and knowledgeable Technical Consultant to act as a key subject matter expert within our Proposal Department. This role involves analyzing client requests, developing detailed work scopes, and writing the technical content that forms the foundation of our proposals.

You will be the vital link between the client's technical specifications and our proposal, sales and operations teams, ensuring our bids are accurate, compliant, and clearly communicate our value.

Key Responsibilities

• RFP Analysis: Systematically review client Request for Proposals (RFPs), technical specifications, and electrical drawings (one-line diagrams, schematics) to determine the full scope of required services.

• Scope Development: Define the precise testing, maintenance, or engineering tasks required to meet the client's needs, referencing relevant US standards and regulations (NFPA, ANSI/NETA, IEEE, FERC/NERC).

• Technical Writing: Author clear, accurate, and persuasive technical narratives, scope-of-work (SOW) summaries, and compliance matrices for inclusion in the final proposal.

• Estimation Support: Collaborate with the engineering team and the operation team to provide technical input on labor hours, required test equipment, and potential project challenges.

• Risk Identification: Identify technical risks, ambiguities, or deviations from the client's request and help formulate the necessary assumptions or exceptions.

• Collaboration: Work closely with the sales team to understand the client's objectives and with the operations/engineering teams to confirm our capabilities and solutions.

Qualifications & Experience

• Bachelor of Engineering in Electrical Engineering or a related technical field.

• Good at English – TOEIC 780 (IELTS 6.5)

• 3-5+ years of experience in the electrical power system industry, with hands-on field services and engineering services.

• Technical Expertise: Direct experience in one or more of the following:

• Field Services: NETA testing and commissioning (T&C) of substation equipment (transformers, breakers, switchgear).

• P&C: Testing or troubleshooting protective relays, control systems, and SCADA.

• Engineering: Performing power system studies (Arc Flash, Coordination, Short Circuit).

Skills

• Proven ability to read and interpret electrical one-line diagrams and control schematics.

• Strong technical writing skills with the ability to explain complex topics clearly.

• Excellent attention to detail and analytical skills.

• Ability to work in a fast-paced, deadline-driven environment.

Preferred

• Direct field experience in testing, commissioning, or maintaining electrical power systems from high, medium to low voltage.

• Familiarity with NFPA, ANSI/NETA, IEEE, and NERC standards.

• Knowledge of NERC PRC standards and their testing requirements is a plus
