Responsibilities:

1. Strategic Technical Advisory

o Provide expert technical advice to the Executive Board during the planning, evaluation, and implementation of high-speed rail projects.

o Research and recommend appropriate technical models and advanced technologies related to rail track systems, signaling, train control, rolling stock, station infrastructure, electrical systems, and supporting equipment.

o Propose and assess various technology solutions for alignment with project objectives (speed, technical standards, sustainability, maintainability, cost efficiency).

2. Technical Operations Management

o Organize, direct, and oversee all technical operations throughout the project lifecycle: feasibility study, conceptual and detailed design, technology selection, technical supervision during construction, and operation & maintenance.

o Review, verify, and control technical documents and designs to ensure compliance with national and international standards (TCVN, Eurocode, UIC, etc.).

o Standardize and continuously improve internal technical processes and procedures to enhance project performance and ensure technical consistency.

3. Coordination and External Technical Liaison

o Act as the main contact point between the company and external technical consultants, design firms, and technology suppliers (both domestic and international).

o Evaluate and validate external technical documentation and recommendations; provide feedback and alternative solutions when necessary.

o Collaborate with other departments (Project Management, Procurement, Legal, O&M) to ensure integrated and feasible technical solutions.

4. Team Development and Resource Management

o Lead the recruitment, training, and development of a highly skilled technical team.

o Conduct performance reviews, propose professional development paths, and encourage continuous learning and innovation in railway technology.

o Foster a high-performance, solution-driven technical culture aligned with organizational goals.

Qualifications:

• Bachelor’s degree or higher in Railway Engineering, Transportation Infrastructure, Electrical Engineering, or related technical fields.

• In-depth understanding of railway systems, infrastructure design, construction, and operations, especially high-speed rail technologies.

• Proven ability to develop and implement technical processes, standards, and strategies.

• International certifications or advanced technical training in railway systems, signaling, or OCS (Overhead Contact Systems) are preferred.

Experience:

• Minimum 10 years of professional experience in railway or transportation infrastructure projects, with at least 5 years in a mid-to-senior management technical role (e.g., Owner’s Rep, EPC Contractor, or Technical Consultant).

• Practical experience in:

o Managing complex technical aspects across project phases.

o Controlling quality and reviewing technical documentation.

o Cross-functional collaboration and working with international stakeholders.

o Leading and evaluating multi-disciplinary technical teams.
