Technical Program Manager - Securities Trading Platform

About the Project

We’re rebuilding a next-generation securities trading platform — a modern, high-performance mobile superapp that connects securely to a leading securities core system and integrates AI-powered investment assistance.

Phase 1 includes:

● Rewriting the mobile app in Flutter for iOS and Android.

● Rebuilding the backend in Go (Golang) to integrate with an on-prem securities core via RESTful APIs.

● Adding an AI chatbot hosted on AWS Cloud, combining multiple data sources for intelligent market insights.

We’re looking for a Technical Program Manager (TPM) to drive delivery across teams and vendors, ensuring on-time, on-budget, and high-quality execution.

Key Responsibilities

Program Management & Delivery

● Own end-to-end delivery of the trading app rebuild (mobile + backend + AI chatbot).

● Maintain the program roadmap, milestones, dependencies, and delivery KPIs (schedule, budget, quality).

● Coordinate across internal engineering teams, external vendors, and core-system partners.

● Identify delivery risks early, manage dependencies, and ensure smooth handoffs between teams.

● Lead release management, including blue-green deployment, rollback testing, and version rollout.

● Track progress through structured weekly reporting (velocity, risks, QA metrics).

Cross-Team Coordination

● Partner with:

○ Senior Engineer (Trading App) – overseeing Flutter + Go implementation.

○ Senior Engineer (AI) – delivering chatbot and data integration features.

○ Technical Architect – validating architecture, security, and performance targets.

○ BA and QA Teams – ensuring requirement traceability and quality coverage.

○ 1-2 mid-level Engineers and a Devops/AWS engineer

● Manage communication and delivery alignment between internal product teams, backend partners, infrastructure stakeholders, and external data providers.

Technical Oversight

● Understand and track system architecture, including API Gateway, Middleware, and hybrid on-prem / cloud infrastructure.

● Ensure compliance with security and regulatory standards (TLS, audit trails, data retention).

● Supervise integration testing and end-to-end validation across mobile, backend, and AI components.

● Oversee observability and performance using monitoring tools (ELK, Prometheus, Grafana).

● Participate in performance benchmarking and scaling reviews (< 300 ms order latency, > 55 FPS mobile chart and stock feed).

Governance & Reporting

● Maintain comprehensive project documentation and change logs.

● Define and verify acceptance criteria for each release milestone.

● Coordinate compliance checks, penetration tests, and security audits.

● Report regularly to executive sponsors on delivery status and risk posture.

Required Experience & Expertise

Professional Background

● 8+ years of experience in software delivery, program management, or engineering leadership.

● Proven success delivering complex fintech or trading platforms involving mobile, backend, and data systems.

● Hands-on familiarity with:

○ Flutter or React Native mobile development.

○ Go (Golang) backend or similar modern backend frameworks.

○ Hybrid cloud/on-prem environments (Kubernetes, AWS).

○ API integrations with third-party or core systems.

● Experience managing multi-vendor and cross-functional teams.

Technical & Delivery Skills

● Strong understanding of SDLC, CI/CD, QA, and DevOps workflows.

● Skilled in risk management, dependency mapping, and delivery governance.

● Excellent communication skills — able to bridge product, engineering, and business stakeholders.

● Comfortable with agile tools (Jira, Confluence, ClickUp) and data-driven reporting.

● Bilingual in English & Vietnamese preferred.
