Purpose of the Role:

In this role, you will lead the strategic planning, selection, localization, and implementation of advanced technologies for high-speed railway systems. This position plays a critical role in ensuring that transferred technologies are world-class, compatible with national development goals, and can be operated, maintained, and enhanced domestically.

Key Responsibilities:

1. Technology Strategy & Planning

• Develop and implement long-term technology strategies aligned with national railway infrastructure objectives.

• Evaluate international technological trends in high-speed rail, signaling systems, rolling stock, automation, etc.

• Identify, compare, and recommend optimal technology packages for transfer and deployment.

• Coordinate feasibility studies and cost-benefit analyses for competing technology solutions.

2. Technical Advisory & Integration

• Act as the principal advisor to the executive team on technology-related decisions.

• Work closely with project management, engineering, and procurement teams to ensure seamless integration of selected technologies.

• Ensure that selected technologies meet international safety, operational, and environmental standards.

• Advise on the localization of transferred technologies, including modifications for terrain, climate, or local regulations.

3. Technology Transfer & Localization

• Lead negotiations and contracts with international technology providers.

• Ensure compliance with national and international technology transfer regulations and protocols.

• Establish frameworks for local adaptation and long-term maintenance of imported technologies.

• Promote domestic capability-building to minimize reliance on foreign technical assistance over time.

4. Talent Development & Knowledge Transfer

• Design training and certification programs to build a local workforce capable of operating and maintaining transferred technologies.

• Develop partnerships with universities, training centers, and technology providers to facilitate professional development programs.

• Mentor internal technical teams and drive knowledge-sharing across departments.

5. Stakeholder & Vendor Engagement

• Collaborate with design consultants, government agencies, R&D institutions, and international experts.

• Manage relationships with key vendors providing technology for signaling (e.g., ETCS, CBTC), rolling stock, SCADA, and communication systems.

• Ensure all stakeholders are aligned with the project’s technological vision and execution timelines.

6. Governance & Risk Management

• Ensure all technology adoption complies with legal frameworks, ethical standards, and cybersecurity principles.

• Identify risks related to technology adoption and recommend mitigation strategies.

• Ensure robust documentation, reporting, and audit readiness for all technology-related decisions.

Required Qualifications:

• Bachelor’s or higher degree in one or more of the following: Railway Engineering, Systems Engineering, Electrical/Mechanical Engineering, Construction Management, Law, Project Management, or other relevant fields.

• Deep understanding of technology transfer processes and international legal frameworks related to infrastructure and transport technologies.

• Proficiency in English (both technical and business). Additional language skills (Chinese, Japanese, French) are highly desirable.

Experience Requirements: From 10 years of experience in infrastructure or transportation projects, including:

+ At least 5 years in a leadership role overseeing technology strategy or transfer.

+ Hands-on experience with high-speed rail, signaling systems, rolling stock technologies, or smart infrastructure projects.

+ Successful track record managing multidisciplinary teams and cross-border technical partnerships.

• Previous experience working with international railway projects (e.g., Shinkansen, TGV, ICE, CRH).

• Familiarity with standards such as UIC, EN, IEC, or other global railway norms.

• Experience working in public-private partnership (PPP) projects or government-related infrastructure programs.
