Purpose of the Role:

The Senior Technology Transfer Specialist will play a key role in structuring, executing, and managing the transfer of advanced technologies, especially within the high-speed railway sector. The position ensures smooth knowledge transfer, training, localization, and legal compliance while collaborating with domestic and international stakeholders.

Key Responsibilities:

1. Technology Transfer Management

• Draft and review technology transfer contracts in collaboration with legal and technical teams.

• Develop and oversee detailed roadmaps for technology handover and operational integration.

• Ensure alignment of transferred technologies with project goals, regulations, and operational standards.

2. Training & Knowledge Dissemination

• Develop and implement training plans for managers, engineers, and operators involved with the adopted technologies.

• Coordinate knowledge transfer sessions and establish documentation standards for future internal reference.

• Organize workshops, technical exchanges, and simulation sessions in collaboration with vendors and academic partners.

3. Legal and Regulatory Compliance

• Ensure all transfer activities comply with national and international legal frameworks regarding intellectual property, licensing, and contractual obligations.

• Monitor and update internal teams on changes to laws and regulations that impact the transfer process.

4. R&D Collaboration & Innovation

• Collaborate with research institutes and universities on adapting and improving technologies post-transfer.

• Facilitate pilot programs, feasibility studies, or localization initiatives in coordination with innovation teams.

• Contribute to the development of local solutions based on transferred technologies.

Required Qualifications:

• Bachelor’s degree or higher in one of the following fields: Engineering, Construction Management, Law, Finance, Project Management, or related technical disciplines.

• In-depth knowledge of legal procedures and frameworks concerning technology licensing, IP rights, and cross-border technology transfers.

• Proficiency in English (written and spoken); additional languages such as Chinese, Japanese, or French are a strong advantage.

Experience Requirements:

• At least 5 years of professional experience, preferably in large-scale infrastructure, technology, or multinational companies.

• Proven experience in:

o Negotiating and managing technology transfer contracts.

o Participating in end-to-end transfer processes, including evaluation, testing, and localization.

o Designing and delivering training programs for technical staff.

o Effectively using digital tools, contract management systems, and technical documentation platforms.
