1. Leadership & Technical Governance

• Develop and implement the long-term technical vision and roadmap for Vinspeed’s infrastructure projects, ensuring alignment with corporate objectives and national transportation strategies.

• Serve as the chief technical advisor to the Board of Directors and Executive Leadership Team on matters relating to engineering strategy, innovation, and regulatory compliance.

• Lead the formulation and continuous improvement of internal technical standards, project delivery models, and design frameworks to enhance operational excellence and scalability.

2. Technical Oversight Across Project Lifecycle

• Oversee all technical aspects of Vinspeed's rail infrastructure projects—including feasibility studies, planning, detailed design, construction, commissioning, and maintenance.

• Ensure rigorous quality control and assurance processes are in place to comply with international (e.g., UIC, Eurocode, JIS) and national (TCVN) technical standards.

• Review and approve all technical documentation, engineering reports, drawings, specifications, and procurement strategies to mitigate risks and optimize efficiency.

3. Interdisciplinary Coordination & Team Leadership

• Lead and develop a high-performing multidisciplinary technical team, including departments such as Civil, Mechanical, Electrical, Systems Engineering, and Safety Assurance.

• Collaborate closely with other business units such as Project Management, Legal, Finance, Procurement, and Operations to ensure integrated project delivery.

• Build and mentor an internal talent pipeline of technical experts and future leaders, fostering a culture of innovation, accountability, and continuous learning.

4. Stakeholder & Partner Engagement

• Act as the primary technical representative in interactions with government authorities, international consultants, contractors, suppliers, and academic institutions.

• Lead the technical evaluation and due diligence of potential partners, technologies, and strategic investments in collaboration with the Investment and Strategy teams.

• Represent Vinspeed at technical forums, industry conferences, and standard-setting bodies to promote thought leadership and influence industry direction.

5. Innovation, Technology, and Sustainability

• Spearhead the adoption of advanced engineering technologies (e.g., BIM, Digital Twin, AI in asset monitoring, and predictive maintenance) to improve system efficiency and lifecycle cost-effectiveness.

• Lead efforts to incorporate sustainability and ESG (Environmental, Social, and Governance) principles into technical designs and construction methods.

• Drive technical R&D partnerships with universities, research centers, and global firms to stay ahead in high-speed rail innovation.

6. Risk Management & Regulatory Compliance

• Identify and mitigate technical risks throughout all phases of the project, including safety, performance, budget overruns, and schedule delays.

• Ensure all technical operations and decisions are fully compliant with local laws, international regulations, and safety standards.

• Serve as the ultimate escalation point for resolving complex technical issues across all projects and locations.

7. Performance Monitoring & Reporting

• Establish KPIs and dashboards to track technical performance metrics across all projects and report them regularly to the Executive Committee and relevant stakeholders.

• Ensure lessons learned from previous projects are systematically captured, analyzed, and integrated into future project planning and delivery.

Qualifications:

• Master's or Ph.D. preferred; minimum Bachelor's degree in Civil Engineering, Transportation Engineering, Railway Systems, Electromechanical Engineering, or related disciplines.

• In-depth knowledge of high-speed rail design standards (e.g., TCVN, Eurocode, UIC, JIS) and the end-to-end design–build–commissioning process.

• Solid understanding of business strategy development, project development orientation, relevant laws, contracts, and bidding regulations.

Experience Requirements:

• Minimum of 10 years of experience in engineering or project management, with at least 2 years in senior leadership roles overseeing large-scale or strategic infrastructure projects.

• Proven track record in:

o Leading complex, high-value projects to successful completion (on time, on budget, high quality).

o Managing partnerships with investors, contractors, and stakeholders—both domestic and international.

o Overseeing projects with significant strategic or financial impact on an organization.
