I. Context:
World Vision is a Christian relief, development, and advocacy organization dedicated to improving the quality
of life of people, especially marginalized children living in poverty. World Vision serves all those in need,
regardless of religion, race, ethnicity, or gender. As a child-focused organization, its work prioritizes the
protection of children and ensuring their basic needs are met.
World Vision Vietnam (WVV) is supported by multiple countries and funded through a combination of
sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVV operates across 14
provinces and implements Area Programs (APs) that focus on communities with high levels of poverty, often
including ethnic minority populations. In addition to APs, WVV implements various Special and Grant Projects
to address the specific needs of vulnerable children in both AP and non-AP areas.
WVV is headquartered in Hanoi, while majority of staff are based locally in Area Programs and project sites
across the country which enables them to work closely with government partners and communities on a daily
basis.
II. Job Purpose:
The Development Facilitator contributes to the sustainable development of communities by facilitating
participatory programs that empower children, families, community, and local partners. This role strengthens
community capacity, promotes child well-being, and ensures effective implementation of development
initiatives in alignment with World Vision’s strategic objectives. The Development Facilitator acts as a bridge
between communities, local authorities, and World Vision, fostering collaboration, supporting local ownership,
and enabling long-term positive impact.
III. MAJOR RESPONSIBILITIES:
1. COMMUNITY ENGAGEMENT AND SPONSORSHIP (45%)
Planning
- Facilitate partnerships, networking, and connections among local stakeholders including government agencies, community groups, and local technical facilitators to ensure their engagement, contribution, and integration in the planning process.
- Facilitate and Support capacity building for communities and local partners in Area Program (AP) planning and annual community reviews, with attention to AP context, challenges, and opportunities.
- Facilitate annual community review and planning at assigned commune(s), emphasizing impact, sustainability, and program effectiveness.
Monitoring
- Build the capacity of local stakeholders in monitoring and reflection processes.
- Facilitate shared monitoring activities and reporting.
- Organize reflection meetings with active participation from communities.
- Identify constraints affecting the performance of local facilitators and commune group leadership, and propose solutions.
- Support annual program effectiveness reviews, including Program Accountability Framework self-reviews and community-based group self-reviews.
- Coordinate with AP Manager and Technical Program Officers (TPOs) to provide refresher training and coaching for local technical facilitators and commune group leaders based on monitoring feedback.
Most Vulnerable Children (MVC) inclusion
- Build capacity of communities and local partners in MVC mapping to ensure all vulnerable groups are identified and reached.
- Facilitate the process of MVC mapping and periodic updates.
- Utilize MVC mapping results in program planning to ensure vulnerable children benefit
fully from technical interventions and models.
- Document best practices, lessons learned, and Most Significant Change (MSC) stories of MVC and their families.
Micro projects
- Strengthen and build the capacity of community based in assigned communes for microproject planning to complement program objectives, with a focus on leveraging local resources.
- Identify and engage communities and partners in micro-project initiatives.
- Facilitate community-based groups in developing and implementing micro-projects.
- Support community-based groups in monitoring and reporting on micro-project outcomes.
Sponsorship integration:
- Support child monitoring processes and follow up on case management of registered children (RC) in assigned communes, ensuring adherence to child protection protocols, including cases of death, sickness, and accidents.
- Support the integrate sponsorship communication into program activities wherever possible.
- Support the efficient management and delivery of sponsor engagement activities to meet quality and delivery standards.
Humanitarian Emergency Assistance – Disaster Risk Reduction (HEA-DRR)
- Integrate Disaster Risk Reduction and Response to Climate Change (DRR–RCC) considerations into the coordination, implementation, and monitoring of AP/Project activities to ensure disaster and climate risks are effectively mitigated and community resilience is strengthened
- Coordinate with relevant staff and partners, and actively participate in emergency response efforts within the targeted Area Program when required.
2. PROGRAM MANAGEMENT (50%)
Implementation of Technical Models and Advocacy
- Collaborate closely with Technical Program Officers (TPOs) to introduce, train, and build the capacity of local partners in applying technical project models, guidelines, and tools.
- Facilitate the implementation of technical models in accordance with standard guidelines and cost norms, ensuring relevance and adaptability to the specific Area Program context
- Monitor and report on the progress of Technical Projects through the Indicators Tracking Table (ITT) and narrative reports (monthly, semiannually, and annually); compile Most Significant Change (MSC) stories; and apply program quality self-review tools and checklists to support continuous improvement
Financial Management and Resource Acquisition
- Coordinate procurement and strategic sourcing within assigned communes, ensuring full compliance with World Vision’s financial policies, procedures, and accountability standards.
- Contribute ideas and local insights to the development of Private Non-Sponsorship (PNS) concepts and proposals to ensure relevance and feasibility within the community context.
3. Others
- Perform other tasks as assigned by the manager to contribute to team performance and overall program effectiveness

1. Required Professional Experience
- At least 3 - 5 years of work experience in community development.
- Experience in program
2. Required Education, training, license, registration, and certification
Bachelor degree, preferably in education, public health, community development, social work.
3. Preferred Knowledge and Qualifications/Technical competencies
- Commitment to Child-Focused, Community-Based Development: Deep understanding of and commitment to holistic, child-centered, and community-driven development approaches.
- Development Expertise: Solid knowledge of key development sectors - child protection, health and nutrition, livelihoods, resilience, and advocacy - with an understanding of cross-cutting themes such as gender equality, environmental sustainability, disability inclusion, and child participation.
Project Management & DME Proficiency: Proven experience in managing community development projects, with competency in Design, Monitoring, and Evaluation (DME) processes, including participatory monitoring, data collection and analysis, and adaptive management.
- Community Engagement & Partnership Building: Skilled in facilitating local development processes, mobilizing community participation, and fostering collaboration with government counterparts, mass organizations, and other local stakeholders at the commune and district levels.
- Inclusive Programming Experience: Demonstrated ability to work effectively with children, youth, and ethnic minority communities in culturally sensitive and inclusive ways.
- Communication & Facilitation Skills: Strong interpersonal, written, and verbal communication skills in Vietnamese; ability to communicate in English at an intermediate level (IELTS 5.0 or equivalent).
- Analytical & Problem-Solving Skills: Capable of critical thinking, identifying challenges, and generating practical solutions within complex and changing environments.
- Digital Competence: Proficient in Microsoft Office (Word, Excel, PowerPoint), email, internet research, and virtual collaboration platforms (e.g., Teams, Zoom).
- Personal Effectiveness & Adaptability: Demonstrated capacity for self-directed learning, professional growth, and resilience under pressure.
- Commitment to World Vision’s Values: Willingness to model and uphold World Vision’s core values and principles in all interactions with children, communities, and partners.
